Welcomes the agreement on the EFSI, while recalling that it depends on a number of key conditions, in particular that Member States implement structural reforms, including in labour markets, pension systems and health care, that the Stability and Growth Pact is not weakened, that there is a significant leap forward in the liberalisation, opening and unification of the markets of the future which are still under national control, such as energy markets, telecom markets, the digital market and capital markets, and that selected projects contribute to financing the right priorities; urges the crucial involvement of private partners and private investors; highlights the job creation potential in these sectors; calls, at the same time, for full EU-level democratic control of the EFSI; calls on the Commission to ensure that any funding diverted from Horizon 2020 and the Connecting Europe Facility results in an equal or greater amount of investment in research and innovation, digital infrastructure, transport and energy, respectively, and invites the Commission to seize the opportunity afforded by the mandatory 2016 review exercise to prepare compensation for these two programmes during the revision of the MFF;

In support of climate change policies, the EIB launched new initiatives in 2004: the EUR 500 million Climate Change Financing Facility to assist European businesses participating in the EU’s Emissions Trading Scheme starting in January 2005; the EUR 10 million Climate Change Technical Assistance Facility, providing conditional grant finance for the identification of projects in transition and developing countries that are linked to the Emissions Trading System; and the Pan-European Carbon Fund, which should support the trading of emissions rights and is still under detailed discussion with the EIB’s cooperation partner, the World Bank.
