The ten financing proposals will be considered by the EDF committee in October, November and December, following which financing decisions will be made for all ten country proposals by the end of 2000 for a total amount of EUR 44,075,000, with EUR400,000 being committed for monitoring consultancies (see Table 1).

Stresses that transparency and accountability are essential requirements not only for democratic scrutiny but also for the adequate functioning, and the credibility, of missions carried out under the EU flag; reiterates the importance attached by Parliament to exercising oversight over the way the different CSDP missions and operations are budgeted; welcomes the reporting mechanisms provided for by the interinstitutional agreement of 2 December 2013, such as the quarterly reports on the CFSP budget and the joint consultation meetings on the CFSP; welcomes the commitment made by the VP/HR to breathe new life into the latter meetings and to introduce an appropriate degree of flexibility regarding their scope in order to keep Parliament fully informed on military missions and on the work and agenda of the Political and Security Committee; maintains that any improvement in the flexibility and efficiency of financing and undertaking missions and operations must not compromise the achieved positive developments with regard to transparency and accountability in CSDP interventions; calls on the Commission to make an extensive interpretation of Article 49(1)(g) of the Financial Regulation and to propose specific lines for each civilian CSDP mission under the CFSP chapter, and to automatically include in the annual activity report a breakdown of each mission on the basis of participants and costs incurred;
29. souligne que la transparence et la responsabilité sont des conditions essentielles non seulement au contrôle démocratique mais aussi au bon fonctionnement des missions menées au nom de l'Union européenne, ainsi qu'à leur crédibilité; souligne une nouvelle fois que le Parlement attache une grande importance à l'exercice d'un contrôle sur la façon dont les différentes missions et opérations relevant de la PSDC sont budgétisées; salue les mécanismes d'information prévus par l'accord interinstitutionnel du 2 décembre 2013, tels que les rapports trimestriels relatifs au budget de la politique étrangère et de sécurité commune et les réunions consultatives conjointes dans le cadre de cette dernière; salue l'engagement pris par la VP/HR d'insuffler un nouvel élan dans lesdites réunions et d'introduire un degré approprié de souplesse en ce qui concerne leur portée afin de tenir le Parlement pleinement informé des opérations militaires ainsi que des travaux et du programme du Comité politique et de sécurité; affirme que toute amélioration de la souplesse et de l'efficacité pour financer et entreprendre des missions et des opérations ne saurait mettre à mal les évolutions positives réalisées en matière de transparence et d'obligation de rendre des comptes en ce qui concerne les interventions relevant de la PSDC; invite la Commission à interpréter largement l'article 49, paragraphe 1, point g), du règlement financier et à proposer des lignes budgétaires spécifiques pour chaque mission civile relevant de la PSDC au titre du chapitre relatif à la politique étrangère et de sécurité commune, ainsi qu'à intégrer obligatoirement, dans le rapport annuel d'activité, une synthèse détaillée de chaque mission reprenant les participants et les frais encourus;

11. Recognises the efforts made in 2012 to communicate the state of play of the KAD building to the Committee on Budgets, and requests that this communication continues throughout the duration of the project, in particular with respect to the result of the amended Call to Tender; notes that adaptations and downsizing of 8 000 m have been made in order to remain under or adhere to the predetermined financial framework for the KAD project, following the request of the Committee on Budgets; welcomes the savings of more than EUR 10 million in interest payments in the coming years – relative to the 2012 financing estimates for the project – achieved by transfers for early advance payments for both the KAD and the Trebel buildings; believes that, in the context of the growing majority among Members in favour of new working arrangements, Parliament’s building projects need to be handled cautiously, and that caution should prevail over ambition; encourages the continuation of this fruitful dialogue, and asks that the information requested be delivered in a timely manner;
11. reconnaît les efforts réalisés en 2012 pour faire connaître l'état d'avancement du bâtiment KAD à la commission des budgets et demande que ces informations continuent d'être communiquées pendant toute la durée du projet, notamment en ce qui concerne le respect du résultat de l'appel d'offres modifié; constate que, sur demande de la commission des budgets, des adaptations ont été faites ainsi qu'une diminution de 8 000 m afin de respecter ou d'être en-deçà du cadre financier prévu du projet KAD; salue les économies de plus de 10 millions d'EUR réalisées sur le paiement d'intérêts futurs – par rapport à l'estimation du financement du projet de 2012 – grâce aux virements de crédits pour le paiement d'avances pour le bâtiment KAD et le bâtiment Trebel; estime que, dans le cadre d'une majorité de plus en plus importante de députés favorables à de nouvelles modalités de fonctionnement, les projets immobiliers du Parlement doivent être gérés avec prudence et que la prudence doit primer sur l'ambition; encourage la poursuite de ce dialogue fructueux et demande que les informations sollicitées soient communiquées en temps utile;

I would reiterate the points made by the Committee on Regional Policy, Transport and Tourism with regard to the lack of information on financing provided by national, regional and local bodies and by the private sector for the completion of TEN projects, since 95% of the financing still comes from outside the EU. There is also a lack of information on specific investment in modes of transport via EIB loans, the financial instruments for third countries, other public and private programmes and the Structural Funds themselves that is broken down by transport mode.
