In Article 1 of Regulation (EC) No 639/2003, the following subparagraph is added:"For the purposes of this Regulation, in the case of transport by road, the 'first place of unloading in the third country of final destination' shall mean the place at which the first animal is finally unloaded from a road vehicle, thus excluding a place where the journey is interrupted to rest, feed or water the animals".
À l'article 1er du règlement (CE) n° 639/2003, l'alinéa suivant est ajouté:"Aux fins du présent règlement, dans le cas d'un transport par la route, le 'premier lieu de déchargement dans le pays tiers de destination finale' est le lieu où le premier animal est finalement déchargé d'un véhicule routier, ce qui exclut un lieu où le trajet est interrompu pour le repos, l'alimentation ou l'abreuvement des animaux".

However, the check referred to in Article 3(1)(b) should take place at the place where the animals are finally unloaded from the road vehicle, excluding a place where the journey is interrupted to rest, feed or water the animals.

In order to guarantee that the animal welfare standards are maintained, a monitoring system should be introduced comprising compulsory checks at the exit point from the Community and after leaving the customs territory of the Community where there is a change of means of transport and also at the place of the first unloading in the third country of final destination.
En vue d'assurer le respect des normes relatives au bien-être des animaux, il y a lieu d'introduire un système de suivi s'appuyant sur des contrôles obligatoires effectués aux points de sortie de la Communauté, après que les animaux ont quitté le territoire douanier de la Communauté en cas de changement de moyen de transport, ainsi qu'au lieu du premier déchargement dans le pays tiers de destination finale.
