IN-CONTEXT TRANSLATIONS

The proposal is to amend Directive 2005/71/EC on a specific procedure for admitting third-country nationals for the purposes of scientific research and Directive 2004/114/EC on the conditions of admission of third-country nationals for the purposes of studies, pupil exchange, unremunerated training or voluntary service. Apart from codifying the two directives in a single general text, the proposal also provides for expanding the field of application, in terms of the categories of people covered, and for extending certain of the rights enjoyed by the third-country nationals in question.
La présente proposition remplacera la directive 2005/71/CE relative à une procédure d'admission spécifique des ressortissants de pays tiers aux fins de recherche scientifique et la directive 2004/114/CE relative aux conditions d'admission des ressortissants de pays tiers à des fins d'études, d'échange d'élèves, de formation non rémunérée ou de volontariat. The EU Aid Volunteers initiative should be cost-effective, should complement existing national and international voluntary schemes without duplicating them, and should be focused on addressing concrete needs and gaps in the humanitarian field.

In the Resolutions of the Council and the Representatives of the Governments of the Member States meeting within the Council of 27 June 2002 and of 16 November 2007 and in the Recommendation of 20 November 2008, the Council and the Member States recognised voluntary activities as a key aspect in the field of youth and agreed on common objectives for voluntary activities of young people as well as on the mobility of young people across the EU.

(26) In accordance with the principles of subsidiarity and proportionality as defined in Article 5 of the Treaty, since the objectives of the proposed action concerning the development and strengthening of a cooperation policy in the youth field, including European voluntary service and youth exchanges both within the Community and with third countries, cannot be sufficiently achieved by the Member States because of the complexity and diversity of the youth field, they can therefore be better achieved by the Community owing to the transnational dimension of Community actions and measures.
