TRADUCTIONS EN CONTEXTE

1. Supports the Commission proposal to swiftly modify Regulation (EC) No 216/2008 on common rules in the field of civil aviation by reconsidering its lack of competence for regulating RPAS under 150 kg, so as to ensure that the EU can properly regulate the integration of RPAS into the civil aviation system by addressing the safety, security, privacy and data protection preconditions for the civil use of RPAS;

A common approach is needed in the field of civil aviation security and consideration should be given to the most effective means of offering assistance following terrorist acts that have a major impact in the transport field.

Annex III to Council Regulation (EEC) No 3922/91 of 16 December 1991 on the harmonisation of technical requirements and administrative procedures in the field of civil aviation (5) and Council Directive 91/670/EEC of 16 December 1991 on mutual acceptance of personnel licences for the exercise of functions in civil aviation (6) should therefore be repealed in due course, without prejudice to the certification or licensing of products, persons and organisations already carried out in accordance with those acts.

The European Commission, Directorate-General for Environment, Civil Protection Unit is launching a Call for proposals with the aim of identifying actions which might be eligible for financial support in the framework of Community Action Programme in the field of Civil Protection established by Council Decision of 9 December 1999 (1999/847/EC), as amended by Council Decision of 20 December 2004 (2005/12/EC).

That means that this new proposal will be based on the provisions of the new constitutional Treaty for greater possibilities to develop European cooperation in the field of civil protection; and thus we will be working particularly in the field of prevention that you all mentioned, but also in the field of response.

In civil matters, by the end of the year, we will be supplementing the ‘Brussels­I’ initiative with a proposal for a European enforcement order in civil matters, and with additional initiatives from ‘Brussels-II’ on the mutual recognition of judgments in the field of family law, in domestic issues and matters concerning parental power and the issuing of proposals on the recognition of low-value claims and undisputed claims.
