The decision is a response to the conclusions of the General Affairs Council of 26 February and the firm undertaking by President Joseph Kabila to comply with the ceasefire agreements signed in Lusaka on 10 July 1999 and relaunch the process of democratisation and national reconciliation with the support of the mediator, Ketumile Masire.
Cette décision fait suite aux conclusions du Conseil Affaires Générales du 26 février dernier ainsi qu'à l'engagement ferme du Président Kabila de respecter les accords de cessez-le-feu signés à Lusaka le 10 juillet 1999 et de relancer le processus de démocratisation et de réconciliation nationale, appuyée par le médiateur Président Masire.
