The next highest levels of FDI, at over 13% of GDP, were in Denmark, the Netherlands and Sweden, in the first two of which GDP per head was the third and fourth highest in the EU, behind Ireland and Luxembourg, which with Belgium, also had a level of FDI well above the EU average relative to GDP.
