In this framework, three complementary measures to facilitate the roll out and take up of fast and ultra-fast broadband in the EU have been adopted by the European Commission on September 2010: (i) a Commission Recommendation on regulated access to Next Generation Access networks, (ii) a proposal for a Decision to establish a Radio Spectrum Policy Programme (to ensure, inter alia, that spectrum is available for wireless broadband) and (iii) a Broadband Communication outlining how best to encourage public and private investment in high and ultra-high speed networks.
Dans ce contexte, la Commission a adopté en septembre 2010 trois mesures complémentaires visant à faciliter le déploiement et l'adoption du haut débit rapide et ultrarapide au sein de l'Union. i) une recommandation de la Commission sur l'accès réglementé aux réseaux d'accès de nouvelle génération, ii) une proposition de décision établissant un programme en matière de spectre radioélectrique (afin de garantir, notamment, la disponibilité du spectre pour le haut débit sans fil) et iii) une communication relative au haut débit qui décrit la meilleure manière d'encourager les investissements publics et privés dans les réseaux à haut et à très haut débit.

A. whereas the EU-wide provision of fast broadband networks is of vital importance if the objectives of the EU 2020 strategy are to be achieved, in terms of promoting smart, sustainable, inclusive, territorially cohesive economic growth, improving the employment situation, strengthening Europe's competitiveness, facilitating scientific research and innovation and thereby enabling all regions, cities, municipalities and sectors of society to benefit from the digital environment and giving them the opportunity to exploit new digital technologies for public services,
A. considérant que la fourniture, à l'échelle européenne, de réseaux à haut débit performants est d'une importance cruciale pour atteindre les objectifs de la stratégie Europe 2020, en vue d'encourager une croissance économique intelligente, durable et inclusive, favorisant la cohésion territoriale, mais aussi d'améliorer la situation de l'emploi, de renforcer la compétitivité de l'Europe, de faciliter la recherche scientifique et l'innovation et d'ainsi permettre à toutes les régions, villes et municipalités et à toutes les couches de la société de bénéficier du numérique et de leur permettre d'utiliser les nouvelles technologies numériques pour les services publics,

Notes that network infrastructure such as fast broadband and internet connections are of particular importance and are preconditions for the development of CCIs in that they diminish location handicaps, and that technology is a vital driving force behind these industries; welcomes the actions envisaged to strengthen the role of CCIs as a catalyst for innovation and structural change under the ‘Innovation Union’ and ‘Digital Agenda for Europe’ flagship initiatives; emphasises the role of ICTs in CCIs and the ‘creative nexus’ between investment, technology, innovation, entrepreneurship and trade, and invites the Commission and the Member States to promote access to, and encourage the use of, new ICT technologies in the cultural and creative sector, to support broadband infrastructure and, once comprehensive basic broadband coverage has been attained in Europe, to provide rural areas too with adequate fast and ultra-fast networks and other forms of cost-effective internet connections, with a view to ensuring their balanced development in the long term;
5. fait observer que les infrastructures de réseau telles que les connections à large bande et internet revêtent une importance particulière et constituent les conditions du développement des ICC dans la mesure où elles atténuent les handicaps liés à la géographie, et que la technologie est un moteur essentiel pour ces industries; se félicite des actions envisagées pour renforcer le rôle des ICC en tant que catalyseur d'innovation et de mutation structurelle au titre des initiatives phare que sont l'"Union de l'innovation" et l'"agenda numérique de l'Europe"; souligne le rôle des TIC pour les ICC et les relations créatives entre investissement, technologie, innovation, esprit d'entreprise et commerce, et invite la Commission et les États membres à promouvoir l'accès aux nouvelles TIC et à en encourager l'utilisation dans le secteur culturel et créatif, à aider l'infrastructure à large bande et, une fois réalisée la couverture à large bande fondamentale généralisée en Europe, à fournir aussi aux régions rurales des réseaux rapides et ultrarapides appropriés et d'autres formes de connections internet efficientes pour assurer leur développement équilibré à long terme;

It is also a key action in the Digital Agenda for Europe which aims to deliver fast broadband internet in the future network-based knowledge economy, with an ambitious target for universal broadband coverage.
