In this framework, three complementary measures to facilitate the roll out and take up of fast and ultra-fast broadband in the EU have been adopted by the European Commission on September 2010: (i) a Commission Recommendation on regulated access to Next Generation Access networks, (ii) a proposal for a Decision to establish a Radio Spectrum Policy Programme (to ensure, inter alia, that spectrum is available for wireless broadband) and (iii) a Broadband Communication outlining how best to encourage public and private investment in high and ultra-high speed networks.

A. whereas the EU-wide provision of fast broadband networks is of vital importance if the objectives of the EU 2020 strategy are to be achieved, in terms of promoting smart, sustainable, inclusive, territorially cohesive economic growth, improving the employment situation, strengthening Europe's competitiveness, facilitating scientific research and innovation and thereby enabling all regions, cities, municipalities and sectors of society to benefit from the digital environment and giving them the opportunity to exploit new digital technologies for public services,

Notes that network infrastructure such as fast broadband and internet connections are of particular importance and are preconditions for the development of CCIs in that they diminish location handicaps, and that technology is a vital driving force behind these industries; welcomes the actions envisaged to strengthen the role of CCIs as a catalyst for innovation and structural change under the ‘Innovation Union’ and ‘Digital Agenda for Europe’ flagship initiatives; emphasises the role of ICTs in CCIs and the ‘creative nexus’ between investment, technology, innovation, entrepreneurship and trade, and invites the Commission and the Member States to promote access to, and encourage the use of, new ICT technologies in the cultural and creative sector, to support broadband infrastructure and, once comprehensive basic broadband coverage has been attained in Europe, to provide rural areas too with adequate fast and ultra-fast networks and other forms of cost-effective internet connections, with a view to ensuring their balanced development in the long term;

The Commission's measures aim to stimulate more public and private investment in fast and ultra-fast broadband networks, which in turn stands to boost demand for services delivered over broadband networks and thus trigger a virtuous circle of economic growth in the EU.
