Acting together with the gradual introduction of the single farm payment amongst tobacco growers, the restructuring envelope would promote further the shift in production to more rationally structured holdings, improving the rate of income transfer to holdings producing tobacco during the reference period and encouraging a re-conversion within the local labour market in tobacco-growing areas.
En liaison avec l'introduction graduelle du paiement unique par exploitation parmi les cultivateurs de tabac, l'enveloppe de restructuration permettrait de promouvoir davantage le passage vers des exploitations de production plus rationnellement structurées, d'améliorer ainsi le taux de transfert de revenus vers les exploitations qui produisent du tabac, au cours de la période de référence et d'encourager une reconversion au sein du marché local de la main-d'oeuvre dans les régions tabacoles.
