Firstly, one which in fact deserves the support of the majority of the members of the Working Group, the incorporation of the entire Charter, in the form of a title or first chapter in the Constitutional Treaty. Alternatively, the inclusion in the work of the Constitutional Treaty of an article referring to the Charter containing the entire text of the Charter, dealt with in a specific section of the Constitutional Treaty or in a protocol.
Premièrement, celle qui mérite d’ailleurs le soutien de la majorité des membres du groupe de travail, l’intégration de la charte en bloc, sous la forme d’un titre ou du premier chapitre du traité constitutionnel ou l’insertion, dans le cadre du travail sur le traité constitutionnel, d’un article faisant référence à la charte, le texte de celle-ci étant intégralement repris dans une partie spécifique du traité constitutionnel ou dans un protocole.
