I would comment that there has been a de facto moratorium on the death penalty in Turkey for fifteen years and that the aim of the report we are voting on is precisely to urge the Turkish Government to change this de facto moratorium into a de jure moratorium and that, in any case, I wonder what our colleagues’ reaction would be if, in their own country of origin, there was, as they desire, interference by the political power in the judiciary, since Mr Öçalan’s case is currently before the European Court of Human Rights in Strasbourg.
Je ferai remarquer qu'il y a un moratoire de fait sur la peine de mort en Turquie depuis quinze ans, que le rapport que nous votons a précisément pour but d'inciter le gouvernement turc à faire passer ce moratoire de fait en un moratoire de droit et que, en tout état de cause, je me demande quelle serait la réaction de nos collègues si, dans leur pays d'origine, il y avait, comme ils le souhaitent, intrusion du pouvoir politique dans le pouvoir judiciaire. Car la cause de M. Öcalan est actuellement soumise à la Cour de sûreté de Strasbourg.

10. Calls in this framework once again on the Turkish authorities not to carry out the death sentence against Mr Öcalan and furthermore urges the Turkish Grand National Assembly to transform the current de facto moratorium on executions into a formal abolition of the death penalty in Turkey;
