Definition: Voluntary, repetitive, stereotyped, nonfunctional (and often rhythmic) movements that do not form part of any recognized psychiatric or neurological condition. In order to support the marketing of products from the outermost regions, aid should be established to assist the commercialisation of these products outside of the region in which they are produced, taking account of the high additional costs they face as a result of their distance from consumer markets and the need for double storage, factors which result in crucial competitive disadvantages for the outermost regions, affecting their ability to compete in the internal market.

In its first opinion, the Committee identified the challenges facing the Union (enlargement, globalisation, a growing dynamic between the centre and the periphery, macro-economic stability, etc.) and the consequences to be drawn; maintaining aid under Objective 1 beyond 2006; overcoming the negative statistical impact of enlargement on average per capita GDP; raising the ceiling set at 0.45% of GDP for the Structural Funds; creating a resource to stabilise regional income in the event of an unexpected economic shock; consolidating the programme of Community Initiatives; adopting an open method of coordination to deal with the problems of economic and social cohesion which the Objective 2 regions are experiencing, and giving priority to investment in the less-favoured regions.

"The Union needs a cohesion policy which addresses three types of region and structural problems": (1) regions whose development is lagging very far behind, 60 % of which are in the applicant countries; (2) regions of the Fifteen which have not completed the process of real convergence (particularly in the three cohesion countries); (3) regions facing serious structural problems, such as some urban areas, areas affected by industrial conversion, rural areas dependent on agriculture and/or fishing, and areas suffering from natural or demographic handicaps (islands, mountain areas, outermost regions, etc.).To avoid funding being spread too thinly, cohesion policy should concentrate on those measures where the Community can add real value, resulting in stronger links between financial allocations, the value added by the measures and the anticipated results.
