7. Welcomes the involvement of some countries of the MENA region in the international coalition against ISIL/Da'esh; urges their governments and the international community to redouble their efforts to prevent the financing of international terrorism and wars in Syria and Libya; reiterates its call on all countries of the region to prevent individuals and private and public entities from funding or facilitating funding of terrorist organisations or Syrian individuals or companies affiliated to the Syrian Government currently under EU sanctions, which must be sufficiently severe; calls for their participation in schemes for regional cooperation in monitoring capital movements, establishing collaboration between the Gulf Cooperation Council (GCC), the LAS, the OIC and the EU institutions; stresses the urgent need to introduce an efficient system of penalties coordinated with the LAS, OIC and GCC so as to put an end to ISIL/Da’esh financing by international actors and commercialisation of illegally produced oil by the terrorist organisation; stresses also, in this regard, the urgent need for increased cooperation between customs authorities at the border of Turkey, Iraq and Syria to prevent ISIL/Da’esh from selling illegal oil;
7. salue la participation de certains États de la région MOAN à la coalition internationale contre le groupe "État islamique"; demande instamment à leurs gouvernements et à la communauté internationale de redoubler d'efforts dans la lutte contre le financement du terrorisme international et des conflits en Syrie et en Libye; invite une fois encore l'ensemble des pays de la région à empêcher que des particuliers ou des entités privées ou publiques financent ou ne facilitent le financement d'organisations terroristes, de même que de particuliers et d'entreprises affiliés au gouvernement syrien sous le coup de sanctions de l'Union, sanctions qui doivent être suffisamment sévères; leur demande de participer à des systèmes de coopération régionale pour la surveillance des mouvements financiers, afin de créer une collaboration étroite entre les pays du Conseil de coopération du Golfe (CCG), la LEA, l'OCI et les institutions de l'Union; rappelle l'urgence de mettre en place un régime de sanctions efficace coordonné avec la LEA, l'OCI et le CCG permettant de faire tarir les financements internationaux du groupe "État islamique" et d'empêcher la commercialisation du pétrole illégalement produit par l'organisation terroriste; rappelle également, à cet égard, la nécessité absolue de renforcer la coopération entre les autorités douanières à la frontière entre la Turquie, l'Iraq et la Syrie afin d'empêcher le groupe "État islamique" de vendre du pétrole illégalement produit;

In cooperation with the Member States, the Commission and the High Representative will: · Work towards a coherent EU International cyberspace policy to increase engagement with key international partners and organisations, to mainstream cyber issues into CFSP, and to improve coordination of global cyber issues; · Support the development of norms of behaviour and confidence building measures in cybersecurity. Facilitate dialogues on how to apply existing international law in cyberspace and promote the Budapest Convention to address cybercrime; · Support the promotion and protection of fundamental rights, including access to information and freedom of expression, focusing on: a) developing new public guidelines on freedom of expression online and offline; b) monitoring the export of products or services that might be used for censorship or mass surveillance online; c) developing measures and tools to expand Internet access, openness and resilience to address censorship or mass surveillance by communication technology; d) empowering stakeholders to use communication technology to promote fundamental rights; · Engage with international partners and organisations, the private sector and civil society to support global capacity-building in third countries to improve access to information and to an open Internet, to prevent and counter cyber threats, including accidental events, cybercrime and cyber terrorism, and to develop donor coordination for steering capacity-building efforts; · Utilise different EU aid instruments for cybersecurity capacity building, including assisting the training of law enforcement, judicial and technical personnel to address cyber threats; as well as supporting the creation of relevant national policies, strategies and institutions in third countries; · Increase policy coordination and information sharing through the international Critical Information Infrastructure Protection networks such as the Meridian network, cooperation among NIS ...

Taking into account the exceptional and specific threat posed to the internal security of the Union by terrorism and other forms of serious crime, especially when facilitated, promoted or committed using the internet, the activities that Europol should undertake on the basis of this Regulation, stemming from its implementation of the Council Conclusions of 12 March 2015 and the call by the European Council of 23 April 2015 in relation especially to those priority areas, in particular the corresponding practice of direct exchanges of personal data with private parties, should be evaluated by the Commission by 1 May 2019.

E. whereas there is a threefold European and wider international interest in the security situation in the Horn of Africa, relating to: firstly, the threat posed by international terrorism and the funds channelled to terrorist organisations from piracy and kidnappings; secondly, the economic threat to international trade and the need to facilitate the safe passage of shipping; and thirdly, the need to assist the UN in its objectives, for example in protecting World Food Programme vessels in the region;

Urges that a comprehensive review be carried out of the EU's bilateral relationship with Iran; in this context, and in view of the role played by the Iranian Revolutionary Guard in suppressing post-election protests and in advancing Iran's WMD programme and facilitating international terrorism, calls for its inclusion in the EU list of terrorist organisations and persons linked to terrorist activities;
20. demande instamment un réexamen général des relations bilatérales de l'Union européenne avec l'Iran; dans ce contexte, et compte tenu du rôle joué par le corps des gardiens de la révolution, qu'il s'agisse de la répression des manifestations postélectorales, de la poursuite du programme iranien d'armes de destruction massive ou de l'aide au terrorisme international, demande d'inclure celui-ci dans la liste communautaire des organisations terroristes et des personnes liées à des activités terroristes;

33. Emphasises that effective multilateralism should be the overriding strategic concern of the Union and that, in this context, the EU should take a leading role in international cooperation, support international institutions, facilitate international consensus and advance global action; emphasises the urgent need to address global issues of common concern for EU citizens, such as fighting terrorism, organised crime, pandemics and climate change, cyber security, ensuring the achievement of the Millennium Development Goals (MDGs) and the eradication of poverty, ensuring energy security, the non-proliferation of weapons of mass destruction, peaceful conflict-resolution and disarmament, migration management and the promotion of human rights and civil liberties; draws attention to the need for improved monitoring of EU funds in line with the European Court of Auditors Special Report No 15/2009;
33. souligne qu'un multilatéralisme efficace doit être l'ambition stratégique privilégiée de l'Union et que, dans ce contexte, l'Union devrait jouer un rôle de chef de file dans la coopération internationale, soutenir les institutions internationales, faciliter le consensus international et promouvoir l'action mondiale; souligne qu'il est urgent de s'atteler aux problèmes mondiaux qui concernent tous les citoyens de l'Union, tels que le terrorisme, la criminalité organisée, les pandémies et le changement climatique, la cybersécurité, la réalisation des objectifs du millénaire pour le développement (OMD) et l'éradication de la pauvreté, la sécurité énergétique, la non-prolifération des armes de destruction massive, la résolution pacifique de conflits et le désarmement, la gestion des migrations et la promotion des droits de l'homme et des libertés publiques; souligne la nécessité d'une amélioration du contrôle des fonds de l'Union, conformément au rapport spécial de la Cour des comptes européenne n° 15/2009;

Reaffirms its concern about the ongoing proliferation of small arms and light weapons (SALW), which cause unnecessary human suffering, exacerbate armed conflict and instability, facilitate terrorism, undermine sustainable development, good governance and the rule of law, and contribute to grave violations of human rights and international humanitarian law; is of the opinion that the appropriate integration of SALW reduction and control strategies must become an integral part of international programmes aimed at conflict prevention and post-conflict peace building; calls on the Member States, the Council and the Commission to get governments to agree on binding provisions to control SALW (including brokering and transfers) through international, regional and national legislation;
réaffirme sa préoccupation devant la prolifération continuelle des armes légères et de petit calibre (ALPC), qui provoque des souffrances humaines inutiles, aggrave les conflits armés et l’instabilité, facilite le terrorisme, contrarie le développement durable, la bonne gouvernance et l’état de droit et contribue à de graves violations des Droits de l’homme et du droit humanitaire international; est d’avis qu’une intégration appropriée des stratégies de réduction et de contrôle des ALPC doit faire partie intégrante des programmes internationaux axés sur la prévention des conflits et la consolidation de la paix dans les situations postérieurement aux conflits; invite les États membres, le Conseil et la Commission à obtenir des gouvernements qu’ils conviennent de dispositions contraignantes pour contrôler les ALPC (y compris le courtage et les transferts) sur la base d’une législation internationale, régionale et nationale;
