On the one hand, we have a simple contract, as originally planned, which of course involves risks and obligations for all parties to the contract and creates a number of problems, and on the other, we have the very slimline directive we are working on now, which we will use to do nothing more than draw up a timetable and lay down methods of supervision and assessment so that Parliament and the Commission can keep an eye on the progress made.
D'une part, comme prévu initialement, au moyen d’un dispositif purement contractuel, ce qui implique naturellement aussi, pour chaque partie signataire, tous les risques qui lui sont liés, et toutes les obligations, ce qui ne va pas sans poser certains problèmes, ou d’autre part, comme nous le pratiquons actuellement, au moyen d’une directive-cadre très légère, en nous bornant à établir un calendrier ainsi que des méthodes de supervision et d’évaluation, afin que Parlement et Commission aient la possibilité de surveiller les progrès accomplis.
