TRADUCTIONS EN CONTEXTE

The extensive Danube region, which includes 14 European countries and numbers 115 million people both within and outside the EU, required the creation of a single plan combining economic, environmental, social and cultural aspects (these are also the four pillars of the strategy).

This year Members have again proposed a reduced number of potential pilot projects and preparatory actions, most of which concern extensions of previously approved measures, namely the "Atlantic Forum for the EU Atlantic Strategy", "Towards a common regional identity, reconciliation of nations and economic and social cooperation including a Pan-European Expertise and Excellence Platform in the Danube macro-region", "Enhancing regional and local cooperation through the promotion of EU regional policy on a global scale", "The definition of governance model for the European Union Danube Region – better and effective coordination", as well as "Supporting Mayotte, or any other territory potentially affected, with the switchover to outermost region status ".

RECAPITULATING the European Council Conclusions of 18-19 June 2009, ACKNOWLEDGING the Commission’s Communication concerning the European Union Strategy for the Danube Region and COMMENDING the European Commission (hereinafter referred to as 'the Commission') on their extensive consultation process conducted when preparing the Communication;

45. Considers that, for the purposes of international trade and the transport of hydrocarbons in the region, it is essential to develop the EU's Black Sea and maritime Danube ports, including oil and gas terminals and intermodal transport infrastructure; considers it necessary to modernise infrastructure in the Black Sea region and establish connections with European transport corridors; calls on the Commission and Member States to expedite the completion of priority trans-European transport projects along axes 7, 18, 21 and 22, as provided for in Annex II to Decision No 884/2004/EC of the European Parliament and of the Council of 29 April 2004 amending Decision No 1692/96/EC on Community guidelines for the development of the trans-European transport network and their progressive assimilation with the TRACECA corridor, the central axis, the south-east axis and the international maritime transport routes, as defined in the communication from the Commission to the Council and the European Parliament on ‘Extension of the major trans-European transport axes to the neighbouring countries – Guidelines for transport in Europe and the neighbouring regions’ (COM(2007)0032) and of Pan-European Transport Corridors 8 and 9;
45. estime que, aux fins du commerce international et du transport des hydrocarbures dans la région, il est essentiel de développer les ports de l'Union européenne situés sur les rives de la mer Noire, y compris les terminaux pétroliers et gaziers et les dispositifs de transport intermodal; estime qu'il est nécessaire de moderniser les infrastructures de la région de la mer Noire et d'assurer les liaisons avec les couloirs de transport européens; engage la Commission et les États membres à accélérer la réalisation des projets prioritaires de transport transeuropéen sur les axes 7, 18, 21 et 22, visés à l'annexe II de la décision n° 884/2004/CE du Parlement européen et du Conseil du 29 avril 2004 modifiant la décision n° 1692/96/CE sur les orientations communautaires pour le développement du réseau transeuropéen de transport, et leur intégration progressive au couloir TRACECA, à l'axe central, à l'axe du sud-est et aux autoroutes de la mer, tels que définis dans la communication de la Commission au Conseil et au Parlement européen intitulée «Extension des grands axes transeuropéens de transport aux pays voisins - Lignes directrices concernant les transports en Europe et dans les pays voisins» (COM(2007)0032) ainsi que des couloirs européens de transport n° 8 et 9;

22. Considers that, for the purposes of international trade and the transport of hydrocarbons in the region, it is essential to develop the EU’s Black Sea and maritime Danube port infrastructure and intermodal transport infrastructure, and calls on the Commission and Member States to expedite completion of priority trans-European transport projects along axes 7, 18, 21 and 22, as provided for in Annex II to Decision No 884/2004/EC of the European Parliament and of the Council of 29 April 2004 amending Decision No 1692/96/EC on Community guidelines for the development of the trans-European transport network and their progressive assimilation with the TRACECA corridor, the central axis, the south-east axis and the international maritime transport routes, as defined in the communication from the Commission to the Council and the European Parliament on ‘Extension of the major trans-European transport axes to the neighbouring countries – Guidelines for transport in Europe and the neighbouring regions’ (COM(2007)0032);
22. estime que, aux fins du commerce international et du transport des hydrocarbures dans la région, il est essentiel d'améliorer les infrastructures des ports de l'Union européenne situés sur les rives de la mer Noire et dans le delta du Danube ainsi que la co-modalité entre les différents types de transport et engage la Commission et les États membres à accélérer la réalisation des projets prioritaires de transport transeuropéen sur les axes 7, 18, 21 et 22, visés à l'annexe II de la décision n° 884/2004/CE du Parlement européen et du Conseil du 29 avril 2004 modifiant la décision n° 1692/96/CE sur les orientations communautaires pour le développement du réseau transeuropéen de transport, et leur intégration progressive au couloir TRACECA, à l'axe central, à l'axe du sud-est et aux autoroutes de la mer, tels que définis dans la communication de la Commission au Conseil et au Parlement européen intitulée "Extension des grands axes transeuropéens de transport aux pays voisins - Lignes directrices concernant les transports en Europe et dans les pays voisins" (COM(2007)0032);

4. Considers that, for the purpose of international trade and the transport of hydrocarbons in the region, it is essential to develop EU Black Sea and maritime Danube port infrastructures and intermodal transport arrangements and calls on the Commission and the Member States to accelerate the realisation of priority trans-European transport projects along axes 7, 18, 21 and 22 referred to in Annex II of Decision 884/2004/EC of the European Parliament and of the Council of 29 April 2004 amending Decision No 1692/96/EC on Community guidelines for the development of the trans-European transport network and their progressive integration with TRACECA, the central axis, the south-east axis and the international maritime transport connections referred to in the Commission communication to the Council and European Parliament 'Extension of the major trans-European transport axes to the neighbouring countries - Guidelines for transport in Europe and neighbouring regions (COM(2007)0032);
