Recalls that, even if the EU is ready to extend its assistance package to Palestinians, this commitment is not open-ended and insists that, while humanitarian aid must remain unconditional, the EU must play a political role which delivers tangible results towards the creation of a viable Palestinian state which are consistent with its significant financial assistance and economic weight in the region;

Finally, even if there is no legal obligation on Member States to offer assistance in filling in the forms similar to that foreseen in Regulation (EC) No 861/2007 establishing a European Small Claims procedure, Member States could extend the assistance offered to citizens in the European Small Claims procedure to assistance under the European order for Payment Procedure to the benefit of citizens as well as of an efficient administration of justice in terms of time and costs.

Strongly supports the Commission's call to Member States to review tax and benefit disincentives which have a negative impact on women's participation in the labour market, and to pay attention to obstacles which hinder women who wish to set up businesses and become self-employed; in this respect, stresses the importance, not merely of reviewing, but of adopting specific measures aiming to support and encourage these women by: (a) reducing burdens on businesses at the start-up stage and simplifying the formal procedures required, and (b) establishing funds to stimulate the establishment of new businesses, and offer advice, training courses and technical assistance, as well as extending such assistance to businesses where there is scope for further development of investment, and (c) making it easier at local level for women to obtain access to and information about existing subsidised programmes.
