Notes that deployment policies, such as renewable support mechanisms, tend to be implemented at the national level and that harmonisation has not yet been attempted; acknowledges that harmonising existing instruments may be difficult in practice, but considers that the expected extensive introduction of deployment policies for clean energy technology over the next 5-10 years offers a significant opportunity to explore how these deployment policies could be designed to maximise efficiency gains from international trading; calls on the Commission to explore the scope for including a tradable element in its policy approach to make it possible to pool efforts across larger markets, minimise costs across regions or maintain differentiated responses between countries at different levels of development; considers that such harmonisation would allow greater coordination across borders and could boost cost reductions by accelerating the growth of new markets abroad, particularly in developing countries;
