29. Calls on the Commission to submit as soon as possible a proposal to strengthen port state control by reducing the intervals between the inspection of vessels of greater risk, by expanding the reporting requirements of pilots also to include vessels in transit off the coast of Europe and by applying the 25% target (percentage of ships inspected) to each port that has 'significant maritime traffic' instead of to the country as a whole; considers that the definition of 'significant maritime traffic' should relate to the volume of the traffic as well as to the quantity of dangerous and polluting cargo being carried; calls on the Member States to provide the necessary resources for such port state control and hence to increase the number of inspectors as well as taking the necessary steps regarding their working conditions and equipment;

The Irish Governement's commitments in the present case mainly relate to the following points : - the cost reduction will be carried out as envisaged in the plan; - the Irish Governement will periodically report to the Commission on the financial and economic development of Aer Lingus and the development of the programme; - Aer Lingus will not expand its operating fleet; - the Irish Government will not grant any further aid to Aer Lingus; - if created before the end of the restructuring period Aer Lingus Express will operate within Aer Lingus's operating fleet; - the European operations, the Transatlantic operations, and if and when created Aer Lingus Express will become and operate as separate legal entities with separate accounts; - Aer Lingus will not increase for the duration of the programme seats offered for sale to the public on scheduled flights on the Ireland/UK market, as well as on Dublin-London (Heathrow) route beyond well specified ceilings based on the traffic level achieved in the twelve months before notification; - Aer Lingus will use the money for restructuring purposes only and will not acquire shareholdings in any Community carrier.
