However, for an inclusive process of political dialogue to be effective, transparent and impartial, emerging lessons learnt from experiences in the field suggest the need to: avoid bypassing the government in already fragile political environments, to avoid promoting competition among actors, to balance the principle of inclusiveness with a critical awareness of the legitimacy of actors, to link the political dialogue and the willingness of conflicting parties to make progress in official peace process, and to capitalise on existing networks and forums rather then creating new ones.

Given that the development of new production capacity is progressing rather slowly, imports are a major source of competition for the former monopolies.
