Cooperation will focus on: - the adaptation of the industrial fabric to the changing international environment, in particular to the emergence of the information society; - the framework for and the preparation of the modernisation and restructuring of existing enterprises, especially in the public sector, including privatisation; - the use of international or European standards and the upgrading of conformity testing, certification, accreditation and quality standards.

We can only hope that, if the matter is ever raised again, the $100 million or $50 million-which is more likely-will not be spent on a new program within a new framework but within an existing framework and especially one that already exists in Quebec. On a more personal point, something was left out, something I myself recommended which was considered for awhile but, unfortunately it was dropped from the recommendations.

To attain this objective, which is downstream of and complementary to the framework programme of Community RTD activities, the Commission considers it essential to adopt a Community innovation and technology transfer policy so as to encourage the dissemination of technology and the emergence of new or improved products, processes and services that will help towards the development of new activities and the revitalization of existing sectors, especially in the less-favoured regions of the Community.
