One of the main arguments put forward by the Council and the Commission to increase the minimum rates of excise duty on alcohol and alcoholic beverages is the need to reduce distortions of competition and to promote the single market. However, the impact of such an increase in minimum rates would be minimal as significant disparities would continue to exist between Member States.

The directive on the harmonisation of excise duties on alcohol and alcoholic beverages lays down rules for determining the rate of excise duty for all alcoholic products.
