The concern of this chapter is, first, to examine the regional incidence of national policies involving public expenditure and the way that these are financed in different parts of the Union.

When reviewing the legislation, the Commission will critically examine the restrictions on the recovery of VAT on RD expenditure. It will also consider to what extent the current rules on public authorities and subsidies hamper the creation of public-private partnerships and cost-sharing arrangements, including in the research field where such structures are increasingly being used to conduct RD efforts requiring the pooling of resources from public and private entities or the outsourcing of research by private entities to public ones (contract research).
