The rules laid down in this Regulation should ensure fair, timely, graduated and effective mechanisms for compliance with the preventive and the corrective parts of the SGP, in particular Council Regulation (EC) No 1466/97 of 7 July 1997 on the strengthening of the surveillance of budgetary positions and the surveillance and coordination of economic policies and Council Regulation (EC) No 1467/97 of 7 July 1997 on speeding up and clarifying the implementation of the excessive deficit procedure , where compliance with the budgetary discipline is examined on the basis of the government deficit and government debt criteria.
Les règles énoncées au présent règlement devraient garantir des mécanismes équitables, applicables en temps utile, gradués et efficaces pour assurer le respect des volets préventif et correctif du PSC, et notamment du règlement (CE) no 1466/97 du Conseil du 7 juillet 1997 relatif au renforcement de la surveillance des positions budgétaires ainsi que de la surveillance et de la coordination des politiques économiques et du règlement (CE) no 1467/97 du Conseil du 7 juillet 1997 visant à accélérer et à clarifier la mise en œuvre de la procédure concernant les déficits excessifs , le respect de la discipline budgétaire étant examiné sur la base des critères du déficit public et de la dette publique.

Based on assessments by the Commission and the Economic and Financial Committee, the Council shall, within the framework of multilateral surveillance under Article 121 TFEU, examine the medium-term budgetary objectives presented by the Member States concerned in their stability programmes, assess whether the economic assumptions on which the programme is based are plausible, whether the adjustment path towards the medium-term budgetary objective is appropriate, including consideration of the accompanying path for the debt ratio, and whether the measures being taken or proposed to respect that adjustment path are sufficient to achieve the medium-term budgetary objective over the cycle.

Sur la base des évaluations effectuées par la Commission et par le comité économique et financier, et dans le cadre de la surveillance multilatérale prévue à l’article 121 du traité sur le fonctionnement de l’Union européenne, le Conseil examine les objectifs budgétaires à moyen terme présentés par les États membres concernés dans leurs programmes de stabilité, évalue si les hypothèses économiques sur lesquelles se fonde le programme sont plausibles, si la trajectoire d’ajustement en vue de la réalisation de l’objectif budgétaire à moyen terme est appropriée, y compris l’examen de la trajectoire d’accompagnement pour le ratio d’endettement, et si les mesures mises en œuvre ou envisagées pour respecter ladite trajectoire d’ajustement sont suffisantes pour réaliser l’objectif budgétaire à moyen terme sur l’ensemble du cycle.

Before making, at donors’ conferences, financial pledges which involve new financial undertakings and require the agreement of the budgetary authority, the Commission shall inform the budgetary authority and examine its remarks.

As contingency funds are a voted budgetary item, as opposed to statutory expense, it might be better to examine the Vote 5 level in the context of the voted budgetary items.
