The position of our group is clear: we are in favour of such a tax at global level; we are in agreement with it being trialled in Europe if it cannot be trialled globally. We simply feel that we cannot rush into this kind of decision without carrying out a thorough impact assessment in order to verify that the competitiveness of Europe’s financial centres will not be affected.

– (FR) Mr President, we are going through the worst global financial crisis since 1929 and therefore, Europe must not stand idly by. Moreover, the regulation of the international financial system is not a matter for the right, the left, or even the centre: it concerns everyone throughout the world. I firmly believe that Europe must play a leading role, as it was able to do last March when it called on the Commission and the Member States to focus on the issue of taxing international financial activities.

She maintained that financial centres in Europe such as Paris, London, Milan, Frankfurt and Luxembourg must be able to play a leading role vis-à-vis competing financial centres in America and Asia, adding that the single market for capital and financial services would be open to the outside and that its European dimension and dynamism, coupled with the competence of traders, should make it very attractive internationally.
