The Communication assesses the state of play of the Strategic Partnership with regard to Latin America and the results of the Commission’s strategy for Latin America, as outlined in its 2005 Communication ‘ A stronger partnership between the European Union and Latin America’[2].

In its 2005 Communication ‘ A stronger partnership between the European Union and Latin America’, the Commission sought to strengthen the bi-regional political and policy dialogue in a number of important areas. Its main objectives — which remain the EU’s current strategic policy priorities — are to: promote regional integration and negotiations to establish Association Agreements with sub-regions in Latin America; steer development cooperation towards the reduction of poverty and social inequality and improve educational levels.
Dans la communication intitulée « Un partenariat renforcé entre l ’ Union européenne et l ’ Amérique latine » publiée en 2005, la Commission a cherché à consolider le dialogue politique et stratégique birégional dans plusieurs domaines clés. Ses principaux objectifs – qui demeurent les priorités politiques stratégiques actuelles de l’UE - sont les suivants: encourager l’intégration régionale et les négociations d’accords d’association avec les sous-régions d’Amérique latine, axer la coopération au développement sur la réduction de la pauvreté et des inégalités sociales et améliorer les niveaux d’instruction.

In December 2005 the European Commission decided to give new impulse to the strategic partnership with Latin America by adopting a Communication “A stronger partnership between the European Union and Latin America”.

Also, the Commission has approved a programme aimed at the creation of the Observatory of European Union-Latin America relations: a network of European and Latin American institutes to achieve a better understanding of regional and sectoral challenges in the framework of our relations.

During that six-year period, ALURE made it possible to carry out 25 projects involving a hundred or so European and Latin American partners in 8 countries and 3 Latin American regions, with a Community budget amounting to EUR 32 million.
