This year’s meeting has been called by President Barroso under the motto “The future of the European Union” as genuine part of the broader political dialogue on the future of Europe that is taking place at all levels. This includes a series of citizens' dialogues between European and national politicians and citizens, initiated as part of the European Year of Citizens 2013 and continued in 2014, and the call from President Barroso and the European Parliament for artists, intellectuals and scientists to draft a new narrative for Europe for all citizens.

The European Parliament, in its resolution of 7 July 2010 with recommendations to the Commission on Cross-Border Crisis Management in the Banking Sector, requested the Commission to submit ‘on the basis of Articles 50 and 114 of the Treaty on the Functioning of the European Union, one or more legislative proposals relating to an EU crisis-management framework, an EU financial stability fund, and a resolution unit’ and, in its resolution of 20 November 2012 with recommendations to the Commission on the report of the Presidents of the European Council, the European Commission, the European Central Bank and the Eurogroup ‘Towards a genuine Economic and Monetary Union’, stated that ‘breaking up the negative feedback loops between sovereigns, banks and the real economy is crucial for a smooth functioning of the EMU’, stressed the ‘urgent need for additional and far-reaching measures to solve the crisis in the banking sector’ and for the ‘realisation of a fully operational European banking union’ while ensuring ‘the continued proper functioning of the internal market for financial services and the free movement of capital’.

calls on all the Local and Regional Authorities of the EU to support a burden-sharing action plan to help resettle refugees from the region and set up a solidarity fund to tackle the humanitarian pressures caused by the crisis and thus to urge the Member States to activate the mechanism provided for in Council Directive 2001/55/EC on minimum standards for giving temporary protection in the event of a ‘mass influx’ of displaced persons and on measures promoting a balance of efforts between Member States in receiving such persons and bearing the consequences thereof, based on the principle of solidarity between Member States, and to demonstrate the European Union's genuine commitment to the principle of solidarity and responsibility-sharing;

In its Communication of 28 November 2012 ‘A blueprint for a deep and genuine economic and monetary union — Launching a European Debate’[10] the Commission proposed ‘reinforced democratic legitimacy and accountability’ as a necessary part of any European Union reform.As further underlined in the Report ‘Towards a Genuine Economic and Monetary Union’ prepared by the President of the European Council in close cooperation with the Presidents of the Commission, the Eurogroup and the European Central Bank[11], democratic legitimacy and accountability are essential for a genuine Economic and Monetary Union.

Bodies and entities pursuing a general European interest in the field of training of the judiciary, such as the European Judicial Training Network (EJTN), the Academy of European Law (ERA), the European Network of Councils for the Judiciary (ENCJ), the Association of the Councils of State and Supreme Administrative Jurisdictions of the European Union (ACA-Europe), the Network of the Presidents of Supreme Judicial Courts of the European Union (RPCSJUE) and the European Institute of Public Administration (EIPA), should continue to play their role in promoting training programmes with a genuine European dimension for the judiciary and judicial staff, and could therefore be granted adequate financial support in accordance with the procedures and the criteria set out in the annual work programmes adopted by the Commission pursuant to this Regulation.
