Member States should have the possibility of exempting small undertakings from the obligation to draw up a management report provided that such undertakings include, in the notes to the financial statements, the data concerning the acquisition of own shares referred to in Article 24(2) of Directive 2012/30/EU of the European Parliament and of the Council of 25 October 2012 on coordination of safeguards which, for the protection of the interests of members and others, are required by Member States of companies within the meaning of the second paragraph of Article 54 of the Treaty on the Functioning of the European Union, in respect of the formation of public limited liability companies and the maintenance and alteration of their capital, with a view to making such safeguards equivalent .

By 20 July 2018 the Commission shall submit to the European Parliament, to the Council and to the European Economic and Social Committee a report on the situation of micro-undertakings taking account, in particular, of the situation at national level regarding the number of undertakings covered by the size criteria and the reduction of administrative burdens resulting from the exemption from the publication requirement.

In accordance with the undertakings given by the European Community during the Uruguay Round negotiations, Brazil having exempted exports of sisal fibres from the taxes applied by the States of Bahia and Paraiba, the Council repealed the 1991 Regulation and re-introduced the 12% rate.
Conformément aux engagements pris par la Communauté européenne dans le cadre des négociations de l'Uruguay Round, le Brésil ayant exempté les exportations de fibres de sisal des taxes appliquées par les Etats de Bahia et de Paraiba, le Conseil abroge le règlement de 1991 et rétablit le taux de 12%.

But in view of the Spanish authorities' very firm undertaking that this is a one-off injection of aid that will not be used to acquire shares in other European companies the Commission considers that the aid is compatible with the exemptions permitted under Article 93(3)(c) of the Treaty, the criteria for which were laid down in Memorandum No 2 on civil aviation.
