Calls for the Western Balkan countries to be fully and effectively involved in all steps of EUSAIR’s implementation and for them to improve their connectivity among themselves and with the rest of the EU, including by simplifying existing administrative burdens, with the aim of accelerating sustainable economic growth and people-to-people contacts, including the Adriatic-Ionian Corridor; stresses the strategic importance of the Adriatic-Ionian Corridor and calls for these countries’ significant disparities and deficits in infrastructure to be tackled, in particular as regards road and rail networks, intermodal connections, traffic management systems and energy infrastructure; calls for the completion of the remaining stretches of the Trans-European transport corridors in South-East Europe, including Corridors V, VI, VIII and X, which will improve the overall connectivity of the region with the EU Member States; encourages speeding up the continuation of the Pelješac bridge construction and of the Adriatic-Ionian Highway in order to facilitate connectivity;

45. Considers that, for the purposes of international trade and the transport of hydrocarbons in the region, it is essential to develop the EU's Black Sea and maritime Danube ports, including oil and gas terminals and intermodal transport infrastructure; considers it necessary to modernise infrastructure in the Black Sea region and establish connections with European transport corridors; calls on the Commission and Member States to expedite the completion of priority trans-European transport projects along axes 7, 18, 21 and 22, as provided for in Annex II to Decision No 884/2004/EC of the European Parliament and of the Council of 29 April 2004 amending Decision No 1692/96/EC on Community guidelines for the development of the trans-European transport network and their progressive assimilation with the TRACECA corridor, the central axis, the south-east axis and the international maritime transport routes, as defined in the communication from the Commission to the Council and the European Parliament on ‘Extension of the major trans-European transport axes to the neighbouring countries – Guidelines for transport in Europe and the neighbouring regions’ (COM(2007)0032) and of Pan-European Transport Corridors 8 and 9;
45. estime que, aux fins du commerce international et du transport des hydrocarbures dans la région, il est essentiel de développer les ports de l'Union européenne situés sur les rives de la mer Noire, y compris les terminaux pétroliers et gaziers et les dispositifs de transport intermodal; estime qu'il est nécessaire de moderniser les infrastructures de la région de la mer Noire et d'assurer les liaisons avec les couloirs de transport européens; engage la Commission et les États membres à accélérer la réalisation des projets prioritaires de transport transeuropéen sur les axes 7, 18, 21 et 22, visés à l'annexe II de la décision n° 884/2004/CE du Parlement européen et du Conseil du 29 avril 2004 modifiant la décision n° 1692/96/CE sur les orientations communautaires pour le développement du réseau transeuropéen de transport, et leur intégration progressive au couloir TRACECA, à l'axe central, à l'axe du sud-est et aux autoroutes de la mer, tels que définis dans la communication de la Commission au Conseil et au Parlement européen intitulée «Extension des grands axes transeuropéens de transport aux pays voisins - Lignes directrices concernant les transports en Europe et dans les pays voisins» (COM(2007)0032) ainsi que des couloirs européens de transport n° 8 et 9;

43. Emphasises that it is a priority to create an effective and environmentally friendly sea, land and inland transport and communication network (with the sea network giving a prominent role to the transport of goods) that can anticipate and respond in a timely fashion to current and future challenges, taking account of the provisions of the updated version of the Natura 2000 document and paying particular attention to links between the Baltic Sea region and other European regions through the Baltic-Adriatic Corridor and the Central European Transport Corridor;
43. souligne qu'il convient, à titre prioritaire, de mettre en place un réseau de communication et de transport maritime, terrestre et fluvial performant et respectueux de l'environnement (le transport maritime devant être favorisé pour le transport de marchandises) permettant d'anticiper et de relever en temps utile les défis actuels et futurs, en tenant compte des dispositions de la version mise à jour du document Natura 2000 et en accordant une attention particulière aux liens entre la région de la mer Baltique et les autres régions européennes via le corridor Baltique-Adriatique et le corridor de transport d'Europe centrale;

17. Welcomes the Commission's Communication on Kaliningrad (COM(2001) 26 ) and the subsequent discussions on Kaliningrad, not least under the framework of the Action Plan for the Northern Dimension, in the external and cross-border policies of the European Union 2000-2003, which together recognise the "unique part” that Kaliningrad plays in the strategic trilateral relationship between the EU, the applicant countries (notably Poland and Lithuania) and Russia; regrets however that the Council has yet to announce the adoption of more concrete measures, especially with regard to the four priority issues (movement of goods, movement of people, environmental protection and energy supplies) and urges the Council to propose early progress on the upgrading of the relevant sections of the Pan-European Transport Corridors I (Gdansk-Kaliningrad-Riga) and IX. B (Kaliningrad-Vilnius-Minsk) as a first step in resolving these issues; notes that Kaliningrad is an important trade crossroads and that practically no action is being taken to modernise the relevant section of Transport corridor 1; stresses that if the Corridor is to be fully modernised to encompass Kaliningrad and ensure efficient international trade and free movement of goods, the EU will have to contribute towards the cost of modernisation;
17. se félicite de la communication de la Commission sur Kaliningrad (COM(2001) 26 ) et des débats qui ont eu lieu à la suite de cela sur Kaliningrad, notamment dans le cadre du plan d'action sur la dimension septentrionale, qui reconnaissent à la fois le rôle unique que joue Kaliningrad dans les relations stratégiques trilatérales entre l'Union européenne, les pays candidats (notamment la Pologne et la Lituanie) et la Russie; regrette cependant que le Conseil n'ait toujours pas annoncé l'adoption de mesures plus concrètes, en particulier en ce qui concerne les quatre questions prioritaires (circulation des biens, circulation des personnes, protection de l'environnement et approvisionnement énergétique) et prie instamment le Conseil de proposer les premières mesures de modernisation des sections concernées des corridors paneuropéens de transport I (Gdansk-Kaliningrad-Riga) et IX. B (Kaliningrad-Vilnius-Minsk) en tant que premier pas pour résoudre ces questions; constate que Kaliningrad est un important carrefour commercial mais qu'aucune action concrète n'est lancée pour moderniser la section concernée du corridor de transport I; insiste pour que, si ce corridor est pleinement modernisé de façon à inclure Kaliningrad et à permettre la libre circulation des marchandises et un commerce international conséquent, l'Union européenne contribue au financement des coûts de la modernisation;
