TRADUCTIONS EN CONTEXTE

Firstly, that we must put a stop once and for all to the human tragedy that we are facing because of illegal immigration; secondly, that the burden sharing mechanism found in the immigration pact has to be implemented without delay and that it must be converted into a binding legal instrument; thirdly, greater emphasis must be placed on the return of immigrants who have no right to remain on European territory; fourthly, that every agreement concluded between the European Union and a third country must also include the issue of immigration; fifth, that the FRONTEX agency must be strengthened, not only financially, but even more importantly in resources; and finally, that we must be tougher in our battle against organised crime.
Premièrement, nous devons définitivement mettre fin à la tragédie humaine engendrée par l’immigration clandestine. Deuxièmement, le mécanisme du partage des tâches envisagé dans le pacte européen sur l’immigration et l’asile doit être mis en œuvre dès que possible et être converti en un instrument juridique contraignant. Troisièmement, il faut insister davantage sur le retour des immigrés en séjour irrégulier sur le territoire européen. Quatrièmement, tous les accords conclus entre l’Union européen et un pays tiers doivent comprendre un chapitre sur l’immigration. Cinquièmement, l’agence FRONTEX doit être renforcée, aussi bien en termes de ressources financières qu’au niveau de sa capacité d’action. Enfin, nous devons faire preuve de plus de fermeté dans notre lutte contre le crime organisé.

Although we were in favour of the strategy, we offered a number of criticisms or reservations, relating to the following areas: firstly, the absence of measures and financial resources to follow up the Commission’s statements and proposals; secondly, the use of per capita GDP as the sole criteria for these regions to qualify for the new ‘Convergence’ objective of the revamped cohesion policy; thirdly, the use of population criteria for the distribution of budgetary appropriations set out for the specific programme to compensate for additional costs; and fourthly, uncertainty over the action plan for the wider neighbourhood, given that it is unclear how this will fit in to the future ‘European territorial cooperation’ objective of the revamped cohesion policy and of the relevant ‘New Neighbourhood Policy’.
Bien que favorables à la stratégie exposée, nous avons formulé plusieurs critiques ou réserves à l’égard des points suivants: premièrement, l’absence de mesures et de ressources financières permettant de donner un suivi aux déclarations et propositions de la Commission. Deuxièmement, l’utilisation du PIB par habitant comme unique critère d’intégration de ces régions dans le nouvel objectif «Convergence» de la politique de cohésion reformulée. Troisièmement, l’utilisation du critère de population pour la répartition de l’enveloppe budgétaire établie pour le programme de compensation des surcoûts. Quatrièmement, l’incertitude concernant le plan d’action pour le grand voisinage et, plus précisément, son intégration dans le futur objectif de «coopération territoriale européenne» de la politique de cohésion reformulée et de la nouvelle politique de voisinage.

Having regard to Council Decision 2001/822/EC of 27 November 2001 on the association of the overseas countries and territories with the European Community (the Overseas Association Decision) , and in particular the fourth paragraph of Article 23 thereof,

To this end, the provisions of Title IV of the Poseidom programme supplement and affirm those taken under Title XII of the fourth Lomé Convention, prior to 29 February 2000, and of the ACP-EC Partnership Agreement after that date, and under Title XII of the Decision on the association of the overseas countries and territories with the European Economic Community.
A ce titre, ces dispositions du titre IV de POSEIDOM complètent et confirment celles prises dans le cadre du titre XII de la convention de Lomé IV, avant le 29 février 2000, et de l'accord de partenariat ACP-CE, après cette date, et du titre XII de la décision d'association des PTOM.
