These include the Eco-Design Directive,[18] the Energy Star Regulation,[19] the Labelling Directive[20] and its 8 implementing Directives, the Directive on Energy End-Use Efficiency and Energy Services[21] and the Energy Performance of Buildings Directive.[22] The Commission will encourage Member States towards an ambitious implementation and enforcement of these instruments to ensure the rapid development of a European internal market for energy-efficient goods and energy services and a lasting market transformation.[23] Where there is scope for additional legislative and supporting measures to be taken to strengthen and accelerate the development of this market, these measures will also be given priority.

The main lines of action proposed are as follows : - phase complete opening of the terminal equipment market to competition ; - substantial opening of the telecommunications services market to competition with the exception, at this stage, of a limited number of basic services considered essential to satisfy current public service goals ; - the right to cross-frontier provision of services in the Community ; - continuation of exclusive or special rights for the telecommunications administrations (public or private carriers) regarding provision and operation of the network infrastructure, and recognition of the central role of telecommunications administrations (public or private carriers) in the establishment of future generations of infrastructures ; - clear separation of the regulatory and operational functions of publics or private undertakings managing networks ; - opening-up of the market in satellite ground stations in so far as such equipement should be assimilated with telecommunications terminals rather than infrastructure ; - recognition of the fact that telecommunications tariffs should follow cost trends ; - development of a consensus by both sides of industry to smooth the transitions and take maximum advantage of the development of networks and services to create new jobs ; - fastening of economic development and reduction of the isolation of the outlying regions of the Community through telecommunications ; - establishment of common positions in the various international bodies (GATT, ITU, etc) ; - finally, as regards standardization, the Commission recommends the creation of a European Standards Institute : a small core team bringing together experts from public and private network operators and experts seconded by the industry would substantially accelerate the elaboration of the standards and technical specifications indispensable for an open and competitive market environment and the development of "made in Europe" Information Technolog ...

- 2 - Thus, in view of the lessons learned during its launching stage the IMPACT 2 programme will focus on four lines of action where special attention will be devoted to the needs of small and medium sized businesses and underdeveloped regions: - improving understanding of the market: the European information market scanner will step up its strategic analysis of the market, widen the scope of its investigations and support the development of forecasting tools; - surmounting legal and administrative barriers: with the coming into being of the single market in 1993 it will be even more necessary to put the final touches to the legal background for information services at European level; - improving the user friendliness of services and improving the information culture: improving the user friendliness of information systems will include the promotion of open technical standards and the development of generic interfaces.

The global aims of the positions and proposals in this paper are : . to permit the development of a Union-wide market for mobile services, equipment and terminals ; . to identify common principles where required, for achieving this objective, in relation to the provision of mobile infrastructure, the development of mobile networks and services, and the supply and operation of mobile terminals ; . to promote the evolution of the mobile communications market into mass personal communications services, with particular emphasis on pan-European services ; . to facilitate and promote the emergence of trans-European networks and services in the sector, and to ensure that the sector's development is achieved in a manner consistent with the public interest.

I propose that the following solutions be discussed by our provincial and federal governments, and fast: immediate payment on a per-acre basis for farmers in high moisture areas in Manitoba and Saskatchewan; legislation to enforce the use of feed-grain-produced ethanol as an additive to gasoline and other fuels, something that would utilize some of the production within our own province without incurring high transportation costs; introduction of import taxes on products flowing into this country from the European common market and Japan, with theses taxes designated for use in the agricultural industry; use of the funds raised under the third point to establish businesses that can grow within our local areas rather than suffering high transportation costs—although time does not allow me to deal with the Estey and Kroeger reports; immediate redirection of current revenues raised by the federal government from fuel taxes in Manitoba to the per-acre payment fund and annual continuations of the same; and consideration of the implementation of a 1% food tax, with half of this proposed tax going to the farming industry and the other half being spent on social services.
