Because in Europe there is a place for dreams. It is here, in the European Parliament, the seat of European democracy, that I will set out the broad lines of the work of the new Commission.

If, during the 1979 election campaign, somebody had said that, on 1 May 2004, the European Union’s Member States would include three nations occupied by the Soviet Union – those being Estonia, Latvia and Lithuania, the Warsaw Pact states of Poland, the Czech Republic, Slovakia and Hungary, part of Communist Yugoslavia, not to mention Malta and Cyprus – the latter of which will, we hope, one not too distant day be a united country – then, in 1979, when the European Parliament was directly elected for the first time, our answer would probably have been that this was a lovely vision, a wonderful dream, and a great hope, but that we feared that this dream, this vision, this hope – much though we desired it – would not become reality in our lifetime.

Still last night, I dreamt that I was in Paris at the Lido, having dinner with a beautiful women, the woman of my dreams, and while I was watching the Bluebells dance, I saw two strangely hairy legs waving about: they were so hairy – they belonged to Mr von Boetticher – that I had quite a shock and I realised that he was a policeman following me, hired by my wife to find out whether I was here at the European Parliament or in Paris at the Lido watching the Folies Bergères or the Bluebells dance.

Mr President, this continent was divided. When many people, in both my own and other groups, were elected to this Parliament in 1979, no one would have dared to dream that, in a few years’ time, we should be able to welcome fellow MEPs from Central Europe here in the European Parliament.
Lorsque beaucoup de députés de ce Parlement - dans mon groupe et dans d'autres - ont été élus en 1979, ce continent était divisé, et personne n'aurait alors osé rêvé pouvoir souhaiter la bienvenue en ce Parlement européen - comme ce sera le cas dans quelques années - à des collègues venus de l'Europe centrale.
