– (LT) I voted for this resolution on the special report by the European Ombudsman because it notes that the Ombudsman has completed an own-initiative inquiry into the rules which the Commission applies to applications by members of the public for access to documents concerning infringement proceedings.
– (LT) J’ai voté en faveur de cette résolution sur le rapport spécial du Médiateur européen parce qu’il indique que le Médiateur a mené à terme une enquête d’initiative relative aux règles que la Commission applique aux demandes de citoyens désireux d’accéder à des documents concernant des procédures en manquement.

Moreover, it is some consolation to learn that only part of these complaints were considered to come under the remit of the European Ombudsman, because a large proportion of the complaints not taken up by the European Ombudsman were transferred to other bodies, including the Committee on Petitions, which I chair.

Because this issue touches upon an important matter of principle concerning the democratic functioning of the EU, which is guaranteed by the Lisbon Treaty, the Ombudsman considered submitting a Special Report to the European Parliament (EP).

Mr Bruener, for example, has been strongly supported by some MEPs when, in answer to an MEP who was attacking him using, , an apocryphal draft report of the Petitions committee on the special report of the European Ombudsman by way of an anticipated verdict on OLAF and him (this “report” should not even have been in existence, because the procedure – i.e. the hearing the Director General of OLAF and the European Ombudsman and the exchange of views within the Parliament – had not yet started, nonetheless it was published in some media).

We were friends and we were chatting and he said to me: ‘My dream, Mr Fatuzzo, is one day, when I am grown up, to become the European Ombudsman, because I want to be able to check up on what the European institutions do and, if there is any bureaucrat who is out of order, I want to be able to find that out and take action so that all the citizens of Europe have the chance to benefit from European laws’.

This is because "European citizens believe that the Union is too secretive and bureaucratic," said the Ombudsman.
