Consistency and complementarity with other Union legislation and actions should be ensured, in particular with the Development Cooperation Instrument established by Regulation (EU) No 233/2014 of the European Parliament and of the Council (5) including the DEAR programme, the European Development Fund, the European Neighbourhood Instrument established by Regulation (EU) No 232/2014 of the European Parliament and of the Council (6) and other Union instruments for financing external action, where relevant to development policy.

To that effect, the ERDF should contribute to the cross-border and sea-basin programmes established under the European Neighbourhood Instrument (ENI) pursuant to a future Union legislative act concerning the European Neighbourhood Instrument for the period 2014–2020 (the 'ENI legislative act') and the Instrument for Pre-Accession Assistance (IPA II) pursuant to a future Union legislative act concerning the Pre-Accession Assistance for the period 2014-2020 (the 'IPA II legislative act').

2. Financial assistance referred to in Article 20 and points (a), (b), (f) and (h) of Article 21(1) may also be granted to candidate countries and potential candidates not participating in the Union Mechanism, as well as to countries that are part of the ENP, to the extent that that financial assistance complements funding available under a future Union legislative act relating to the establishment of the Instrument for Pre-Accession Assistance (IPA II) and a future Union legislative act relating to the establishment of a European Neighbourhood Instrument.

6. The Commission shall ensure that total annual allocations from the EAFRD originating from the EAGGF Guidance Section for any Member State pursuant to this Regulation, and from the ERDF, the ESF and the CF, according to the Community legislation laying down general provisions governing these Funds for the period from 1 January 2007 to 31 December 2013, including the contribution of ERDF according to the Community legislation governing the European Neighbourhood Instrument, from the Instrument for Pre-Accession, according to the Community legislation governing that instrument, and from the part of the FIFG contributing to the Convergence Objective, shall not exceed 4 % of that Member State’s GDP as estimated at the time of the adoption of the Interinstitutional Agreement on budgetary discipline and improvement of the budgetary procedure.
6. La Commission veille à ce que le total des allocations annuelles du Feader issues du FEOGA, section «Orientation», pour chaque État membre conformément au présent règlement, et issues du FEDER, du FC et du FSE, conformément à la législation communautaire fixant les dispositions générales régissant ces fonds pour la période allant du 1er janvier 2007 au 31 décembre 2013, y compris la contribution du FEDER conformément à la législation communautaire régissant l'instrument européen de voisinage, issues de l'instrument de préadhésion conformément à la législation communautaire régissant cet instrument, ainsi que celles issues de la part de l'Instrument financier d'orientation de la pêche contribuant à l'objectif «convergence», ne dépasse pas 4 % du PIB national de cet État membre tel qu'estimé au moment de l'adoption de l'accord interinstitutionnel sur la discipline budgétaire et l'amélioration de la procédure budgétaire.
