IN-CONTEXT TRANSLATIONS

First, we encourage the committee to review the policy reasons that an international consensus has formed among other international agencies, including DFID, the European Instrument for Democracy and Human Rights, USAID, Sida, the Danish International Development Agency, Deutsche Gesellschaft für Internationale Zusammenarbeit, UNICEF, the United Nations Democracy Fund, and many others to commit substantially to funding media development initiatives that prioritize child rights and other themes.

Synergies, consistency and complementarity shall be sought with other relevant financial instruments of the Union, such as the Union Civil Protection Mechanism, established by Decision No 1313/2013/EU of the European Parliament and of the Council , Horizon 2020, established by Regulation (EU) No 1291/2013 of the European Parliament and of the Council , the third multiannual programme of Union action in the field of health, established by Regulation (EU) No 282/2014 of the European Parliament and of the Council , the European Union Solidarity Fund and the external aid instruments, namely the Instrument for Pre-accession Assistance (IPA II) established by Regulation (EU) No 231/2014 of the European Parliament and of the Council , the European Neighbourhood Instrument established by Regulation (EU) No 232/2014 of the European Parliament and of the Council , the Development Cooperation Instrument established by Regulation (EU) No 233/2014 of the European Parliament and of the Council , the Partnership Instrument for cooperation with third countries established by Regulation (EU) No 234/2014 of the European Parliament and of the Council , the European Instrument for Democracy and Human Rights established by Regulation (EU) No 235/2014 of the European Parliament and of the Council and the Instrument contributing to Stability and Peace established by Regulation (EU) No 230/2014 of the European Parliament and of the Council .

The Commission shall implement this Decision at Union level, in particular by adopting the necessary financing decisions in accordance with the Regulations establishing the instruments for financing external action relevant to the actions concerned, namely the Development Cooperation Instrument, the European Instrument for Democracy and Human Rights, as established by Regulation (EU) No 235/2014 of the European Parliament and of the Council , the European Neighbourhood Instrument, the Instrument contributing to Stability and Peace, as established by Regulation (EU) No 230/2014 of the European Parliament and of the Council , the Instrument for Pre-accession Assistance, as established by Regulation (EU) No 231/2014 of the European Parliament and of the Council , and the Partnership Instrument for cooperation with third countries, as established by Regulation (EU) No 234/2014 of the European Parliament and of the Council (‘the instruments for financing external action’).

This Regulation lays down the rules and conditions for the provision by the Union of financial assistance to actions, including action programmes and other measures, under the following instruments for financing external action for the period from 2014 to 2020: the Development Cooperation Instrument (DCI), the European Instrument for Democracy and Human Rights (EIDHR), the European Neighbourhood Instrument (ENI), the Instrument contributing to Stability and Peace, the Instrument for Pre-Accession Assistance (IPA II) and the Partnership Instrument for cooperation with third countries (hereinafter referred to jointly as ‘the Instruments’ and individually as ‘the Instrument’).

Africa is also covered by the European Neighbourhood and Partnership Instrument (ENPI) for the Northern African countries, the relevant geographic and thematic part of the Development Cooperation Instrument (DCI), and by worldwide thematic instruments such as the European Instrument for Democracy and Human Rights (EIDHR).
