This Decision establishes a financial envelope for the entire duration of the programme, within the meaning of point 38 of the Interinstitutional Agreement of 17 May 2006 between the European Parliament, the Council and the Commission on budgetary discipline and sound financial management (9) without thereby affecting the powers of the budgetary authority as they are defined by the Treaty.
La présente décision établit, pour l'ensemble de la durée du programme, une enveloppe financière au sens du point 38 de l'accord interinstitutionnel du 17 mai 2006 entre le Parlement européen, le Conseil et la Commission sur la discipline budgétaire et la bonne gestion financière (9) sans que cela n'affecte les compétences de l'autorité budgétaire définies par le traité.

This Decision establishes the Community Programme for Employment and Social Solidarity, called Progress (the Programme), to support financially the implementation of the objectives of the European Union in the fields of employment and social affairs, as set out in the Commission Communication on the Social Agenda, and thereby contribute to the achievement of the Lisbon Strategy goals in those fields.

La présente décision établit le programme communautaire pour l'emploi et la solidarité sociale, appelé Progress (ci-après dénommé «programme»), ayant pour objet de soutenir financièrement la mise en œuvre des objectifs de l'Union européenne dans les domaines de l'emploi et des affaires sociales, tels qu'énoncés dans la communication de la Commission sur l'agenda social, et, ainsi, de contribuer à la réalisation des objectifs de la stratégie de Lisbonne dans ces domaines.

(5) Accurate reporting under this Decision at an early stage would allow early determination of emissions levels pursuant to Council Decision 2002/358/EC of 25 April 2002 concerning the approval, on behalf of the European Community, of the Kyoto Protocol to the United Nations Framework Convention on Climate Change and the joint fulfilment of commitments thereunder(5), and thereby enable early establishment of eligibility to participate in the Kyoto Protocol's flexible mechanisms.
