The 2008 EU Directive on European Critical Infrastructures aims to enhance the protection of important infrastructures and to ensure that the effects of their possible disruption or destruction are better controlled and minimised at EU level.

3. The owner/operator of a European Critical Infrastructure shall submit the Operator Security Plan to the relevant Member State authority within one year following designation of the critical infrastructure as a European Critical Infrastructure.

Without precluding further discussion, European critical infrastructure could be defined as infrastructure the destruction or disruption of which would have a serious impact on the critical societal functions, including the supply chain, health, safety, security, economic or social well-being or the functions of government, of a number Member States which needs to be further defined.
