TRADUCTIONS EN CONTEXTE

1. With a view to ensuring that the amounts for the financing of the market related expenditure and direct payments of the CAP currently under heading 2 of Annex I to the Interinstitutional Agreement between the European Parliament, the Council and the Commission on budgetary discipline and sound financial management respect the annual ceilings set out in the Decision 2002/929/EC of the Representatives of the Governments of the Member States, meeting within the Council of 18 November 2002, concerning the Conclusions of the European Council meeting in Brussels on 24 and 25 October 2002 , an adjustment of the direct payments shall be determined when the forecasts for the financing of the aforementioned measures under heading 2 for a given financial year, increased by the amounts given in Articles 134 and 135 of this Regulation and before application of modulation provided for in Articles 7 and 10 of this Regulation and Article 1(1) of Regulation (EC) No 378/2007, indicate that the applicable abovementioned annual ceiling, taking into account a margin of EUR 300 000 000 below that ceiling, will be exceeded.

As the European Council in December 2008 stated: "restructuring of the European defence technological and industrial base, in particular around centres of European excellence, avoiding duplication, in order to ensure its soundness and its competitiveness, is a strategic and economic necessity".

3. Urges to keep the financial envelope initially proposed by the Commission within the Multiannual Financial Framework on the Consumer programme (i.e. EUR 197 000 000); considers necessary to use a limited amount of the "margin" foreseen for Heading 3 of Multiannual Financial Framework (i.e. EUR 40 million over the entire period from the total margin available for Heading 3, EUR 686 900 000) to finance the multilingual tool for the ODR platform; recalls that this multilingual facility was agreed upon by the two co-legislators and adopted in the European Parliament legislative resolution of 12 March 2013 on the proposal for a regulation of the European Parliament and of the Council on ODR; notes that the use of the margin devoted to the MFF Heading is in line with the draft Interinstitutional Agreement between the European Parliament, European Council and Commission on "the budgetary discipline, cooperation in budgetary matters and on sound financial management" (Part II, point B, paragraph 16);
3. demande expressément que soit conservée l'enveloppe financière proposée initialement par la Commission pour le cadre financier pluriannuel concernant le programme "Consommateurs" (soit 197 000 000 EUR); estime qu'il est nécessaire d'utiliser un montant limité de la "marge" prévue pour la rubrique 3 du cadre financier pluriannuel (soit 40 000 000 EUR sur toute la période de la marge totale disponible pour la rubrique 3, 686 900 000 EUR) afin de financer l'outil multilingue de la plateforme consacrée au règlement en ligne des litiges de consommation (RLLC); rappelle que ce système multilingue a été approuvé par les deux colégislateurs et adopté dans le cadre de la résolution législative du Parlement européen du 12 mars 2013 concernant la proposition de règlement du Parlement et du Conseil sur le RLLC; observe que le recours à la marge consacrée à la rubrique du CFP est conforme au projet d'accord interinstitutionnel entre le Parlement européen, le Conseil et la Commission sur "la discipline budgétaire, la coopération en matière budgétaire et la bonne gestion financière" (partie II, point B, paragraphe 16);

Welcomes the decision of the European Council of 15 and 16 December 2005 calling on the Commission to undertake a full, wide-ranging review of all aspects of EU spending and resources and to report in 2008/2009; also welcomes the declaration on the review of the financial framework annexed to the Interinstitutional Agreement between the Parliament, the Council and the Commission of 17 May 2006 on budgetary discipline and sound financial management; regrets that the European Council agreed on even more rebates for certain net contributing countries, making the own resources system still more complicated and giving further weight to the short-sighted concept of ‘juste retour’;

The Commission should establish the indicative annual breakdown of available commitment appropriations using an objective and transparent method, taking into account the Commission's proposal, the conclusions of the European Council of 15 and 16 December 2005 and the Interinstitutional Agreement of 17 May 2006 between the European Parliament, the Council and the Commission on budgetary discipline and sound financial management with a view to achieving a significant concentration on the regions whose development is lagging behind, including those receiving transitional support because of the statistical effect.

15. Points out that the fight against poverty and social exclusion is a vital objective of the integrated strategy and insists it is essential to coordinate efforts to improve and safeguard social protection systems organised and financed in accordance with high social principles and standards; welcomes the European Council's commitment to keep up the momentum of pension reform by Member States, given the interaction between pension reform, employment policy, sound public finances and social cohesion;
15. souligne que la lutte contre la pauvreté et l'exclusion sociale est un objectif vital de la stratégie intégrée et insiste sur le fait qu'il est essentiel de coordonner les efforts en vue d'améliorer et de préserver les systèmes de protection sociale organisés et financés dans le respect de normes et de principes sociaux élevés; se félicite de l'engagement du Conseil européen de maintenir l'impulsion donnée à la réforme des retraites mise en œuvre par les États membres, étant donné l'interaction entre la réforme des retraites, la politique de l'emploi, des finances publiques saines et la cohésion sociale;

8. Calls on the European Council to ensure that every Member State complies with the budgetary and economic reform recommendations of the EcoFin Council, including those on pension systems and labour markets; considers that demands for public spending must be reconciled with budgetary restraint; emphasises that sound public finances are necessary to guarantee sustainable social protection systems and social cohesion, not least in the context of the demographic challenge of ageing populations;
8. invite le Conseil européen à veiller à ce que chaque État membre se conforme aux recommandations de réformes budgétaires et économiques du Conseil "Écofin", y compris celles qui portent sur les systèmes de pension et les marchés du travail, étant donné qu'il s'agit de concilier les impératifs de dépenses publiques avec la modération budgétaire; souligne que des finances publiques saines sont indispensables pour garantir le caractère durable des systèmes de protection sociale et la cohésion sociale, à plus forte raison dans la perspective du défi démographique posé par le vieillissement de la population;
