The Commission will: within a streamlined and enhanced set of financial instruments, aim to help a higher number of beneficiary SMEs through strengthened loan guarantee schemes that will support investments, growth, innovation and research; make EU funding programmes more accessible to SMEs by further simplifying procedures; adopt in 2011 an action plan for improving SMEs’ access to finance, including access to venture capital markets, as well as targeted measures aimed at making investors more aware of the opportunities offered by SMEs; consider adopting a new legislative regime to ensure that by 2012 venture capital funds established in any Member State can function and invest freely in the EU; as requested by the European Council, explore options for setting up an intellectual property rights valorisation instrument at the European level, in particular to ease SMEs' access to the knowledge market.

In 2005, following the accession of the 10 new Member States, Bulgaria, Romania continued to benefit from the three pre-accession instruments and following the conclusion of the June European Council in 2004, a pre-accession strategy for Croatia was also prepared; the respective regulations were subsequently amended and credits were assigned in the budget for PHARE and ISPA already in 2005 and for SAPARD starting in 2006.

Following the Commission's recommendation in its Opinion of February 2010 and the decision of the June European Council, accession negotiations were opened in July 2010 and the screening of the EU acquis with Iceland is about to start.

In the part of the Spanish Presidency's programme which deals with EU enlargement, we read: 'Accordingly, in line with the conclusions of the Laeken European Council, the Spanish Presidency will encourage Turkey’s pre-accession strategy, which should mark a new stage in analysing its preparedness for alignment on the acquis and, if required, set new objectives in the accession process' (Programme of the Spanish Presidency, Part II, Chapter 4, 7th paragraph).

The European Council will have re-examined the situation by the end of 2004 with regard to any unsolved disputes. The European Council will examine any special consequences of disputes for the accession process and try to push for disputes to be solved in the International Court of Justice.
