The first European Community Swimming Championships will be held on 11 and 12 April 1987 in Leeds (United Kingdom) with club teams from the twelve national swimming federations taking part.

The Commission was thus able to prompt the national swimming federations into organizing the first "European Community Swimming Championships" in Leeds in April 1987.

After consulting the European Swimming League, the Community opted for the club formula which has two advantages : - first there has never previously been a "club" event at European level, - second, the clubs represent their towns and not their countries, which helps to "denationalize" the competition. The "club" formula also gives the selected teams a golden opportunity to take part in an international class event, thereby both motivating the clubs and encouraging the sport. The European Community is happy to be associated with a swimming event since swimming is very popular, both as a spare-time activity and as a serious sport, in all countries, and among all strata of the population, men and women, yound and old alike (1) See Annex 1 (2) See Annex 2
La formule "club" a été retenue par la Communauté après consultation de la Ligue européenne de Natation et présente deux grands avantages: - tout d'abord, il n'existait pas déjà au niveau européen une épreuve "club"; (1) voir annexe 1 (2) voir annexe 2 - 2 - - enfin, les clubs représentent leurs villes et non leurs pays, ce qui contribue à dénationaliser la compétition; la formule "club" donne aux équipes sélectionnées une occasion unique de participer à une épreuve internationale de très haut niveau, ce qui motive les clubs et stimule la pratique de la natation. La Communauté européenne est heureuse d'être associée àune épreuve de natation car il s'agit d'une discipline qui est très largement pratiquée, comme loisir ou comme sport, dans tous les pays, par toutes les couches de la population, hommes et femmes, jeunes et âgés.
