The Communication outlines six quality criteria: transparency and honesty, authority, privacy and data protection, updating of information, accountability, and accessibility. It states the need to tailor these criteria according to particular audiences and describes the methods of implementing quality criteria including codes of conduct, self applied codes or quality labels, user guidance tools, filtering tools, and third party quality and accreditation systems. The Communication invites Member States and national and regional health authorities to implement the quality criteria, develop information campaigns, localise available information, and exchange information on how quality standards are implemented. It also notes that consideration will be given to the possibilities of establishing a system of recognisable Community seals of approval for Internet sites as part of the implementation of the European Union public health programme.
La communication fixe six critères de qualité: transparence et honnêteté, autorité, protection de la vie privée et des donnés, actualisation des informations, responsabilité et accessibilité. Elle souligne le besoin d'adapter ces critères aux différents publics et décrit les méthodes à appliquer pour mettre en oeuvre les critères de qualité, à savoir des codes de conduite, l'adhésion volontaire à un code de conduite ou à une charte de qualité, des outils pour orienter les utilisateurs, des instruments de filtrage, ainsi que l'octroi de labels de qualité et l'homologation par un organisme tiers. La Communication invite les États Membres et les autorités sanitaires nationales et régionales à mettre en oeuvre les critères de qualité, à lancer des campagnes d'information, à faire l'adaptation culturelle des informations disponibles et à échanger des informations sur les modalités de mise en oeuvre des normes de qualité. Elle note également que dans l'exécution du programme de santé publique de l'Union européenne, on étudiera la possibilité de mettre en place un système de labels communautaires de qualité identifiables permettant de désigner les sites agréés par l'Union européenne.

Delivering on President Barroso’s commitment to deepen, as a first concrete step, the pan-European debate and strengthen the European dimension of the European elections, this Communication outlines the Commission’s initiatives to facilitate citizens’ participation in the 2014 European elections and to safeguard the respect of the democratic principles of these elections.

Notes that the former Executive Director of the Agency wrote to the Agency on 28 December 2010 outlining the activities which he was intending to take up at the end of his term of office; considers the first decision of 11 January 2011, taken by the Chairman of the Agency Management Board, to authorise the new activities of the former Executive Director of the Agency to be a breach of Union rules relating to conflicts of interest, in particular with regard to Title II, Article 16, of the Staff Regulations of the Officials of the European Communities; recalls that according to Title II, Article 11, and title IV, Article 91, of the Conditions of Employment of Other Servants of the European Communities, this provision applies by analogy to temporary agents and to contract employees; considers the fact that the Management Board adopted limitations on the future activities of the former Executive Director on 17 March 2011 - only after strong public protest - to be clear proof that the Agency did initially not apply the Staff Regulations properly, which in turn raises serious questions about their application of the rules in general; asks the Executive Director to present a detailed report on the implementation of Article 16 of the Staff Regulations within the Agency;

Your draftsman believes that the conclusion of the Agreement between the European Community and Ukraine on the facilitation of issuance of short-stay visas, in parallel to the readmission agreement, demonstrates a considerable step forward in implementing the ENP Action Plan endorsed by the EU-Ukraine Co-operation Council on 21 February 2005 as well as in fulfilling the objectives of facilitating mobility, managing migration and promoting people-to-people exchanges as outlined in the communication of the European Commission on strengthening the European Neighbourhood Policy (COM(2006)726).

In this connection, it should be pointed out that no one should be surprised by the positions, decisions, proposals and conclusions of the White Paper, because they are largely in line with the European Community's well-established policy in the field of rail transport, the principles of which were first outlined in Council Decision 65/271/EEC in conjunction with Regulation (EEC) No 1191/69.
