(2) Priority should be given to those projects which enhance the economic viability of public administrations, European Community institutions, Member States and the regions, and which, by means of the establishment or enhancement of sectoral networks, contribute to the objectives of the eEurope initiative and related action plan, in particular the chapter on government online, aimed at benefiting national parliaments, citizens and enterprises, and to other initiatives aimed at improving the transparency of activities of the Community institutions as required by Article 255 of the Treaty and by Regulation (EC) No 1049/2001 of the European Parliament and of the Council of 30 May 2001 regarding public access to European Parliament, Council and Commission documents(5).
(2) Il convient de donner la priorité aux projets qui renforcent la viabilité économique des administrations publiques, des institutions des Communautés européennes, des États membres et des régions et qui, en créant ou en améliorant les réseaux sectoriels, contribuent à atteindre les objectifs de l'initiative eEurope et du plan d'action y afférent, en particulier le chapitre sur les pouvoirs publics en ligne, dans l'intérêt des parlements nationaux, des citoyens et des entreprises, ainsi qu'à d'autres initiatives visant à améliorer la transparence des activités des institutions communautaires, conformément à l'article 255 du traité (CE) et au règlement (CE) n° 1049/2001 du Parlement européen et du Conseil du 30 mai 2001 relatif à l'accès du public aux documents du Parlement européen, du Conseil et de la Commission(5).

At present the Community institutions cannot take on auxiliary staff for a period exceeding one year.
