On a Community-wide basis, each of five main proposals found the backing of an absolute majority of people: *54% versus 25% are for a single common currency replacing the different currencies of the Member States in five or six years' time; *55% versus 23% support the European Community being responsible for foreign policy towards countries outside the EC; *55% versus 22% back the European Community having a common European Central Bank, with the heads of national central banks on its Board of Directors; *65% versus 17% are in favour of the European Community being responsible for a common policy in matters of security and defence; *65% versus 15% are in favour of the European Parliament having the right to decide together with the Council of Ministers, representing national governments, on the legislation of the European Community.
