Condemns the strong focus of the Commission in its European Agenda on Migration on the prevention and repression of irregular migration, including through detention, without any regard to the growing number of asylum seekers fleeing from wars, persecution and climate disasters; strongly condemns therefore the multiplication of repressive proposals made by the European Commission in 2014, such as the EUNAVFOR MED operation aimed at targeting smugglers’ boats, the increase in the budget of FRONTEX, the acceleration of migrant returns and the encouragement to use coercion and detention in order to enforce the fingerprinting of migrants; calls on the European Commission to redirect this funding towards search and rescue activities, open reception centres, resettlement and relocation programmes, and integration;

Recognises attempts by the Council and the Commission to organise a second round of the European Union-Uzbekistan dialogue on human rights in May 2008 and commends the Commission on its efforts to organise a civil society seminar on media expression in the margins of the dialogue, possibly in Tashkent; points out once again that the holding of a dialogue on human rights and experts' meetings on the 2005 Andijan massacre do not in themselves constitute progress and cannot be used as a reason for the lifting of sanctions; notes that the absence of an independent international inquiry into the Andijan massacre and the lack of any improvement in the human rights situation in Uzbekistan — these being the conditions laid down by the European Union for the lifting of sanctions — have logically led to the sanctions against Uzbekistan being extended; welcomes the fact that the conclusions of the General Affairs and External Relations Council of 15-16 October 2007 have introduced specific conditions which have to be met within a period of six months in order for the visa restriction suspension to be maintained; invites the Council and the Commission to carry out a serious assessment of the impact of the decision to suspend for six months some of the visa restrictions that form part of the European Union sanctions against Uzbekistan, and to review the overall human rights situation in the country; deplores the fact that Uzbekistan has so far failed to deliver any progress in any of these respects; pays tribute to the work done by its Subcommittee on Human Rights in closely monitoring the human rights situation every six months so as to provide the Council with regular parliamentary assessments and recommendations as regards the EU policy to be adopted in this matter; is appalled by the presidential election held on 23 December 2007 in Uzbekistan, which according to the ODIHR was ‘held in a strictly controlled political environment, leaving no room for real opposition, a ...

Hopes that those responsible for the assassination of Benazir Bhutto are identified and held responsible as soon as possible; notes the worsening human rights situation in Pakistan throughout 2007, including in particular the threats to the independence of the judiciary and the freedom of the media; with that in mind, condemns the defamation campaign against Iftikhar Mohammad Choudhry, former Chief Justice of Pakistan, as well as the fact that he has been removed from office and placed under house arrest; calls on the Council and the Commission to support the movement for democracy started by the judiciary and the bar, particularly by extending invitations to some of their representatives, including Mr Choudhry; calls for the reinstitution of all deposed judges; notes the adoption of a new Country Strategy Paper for Pakistan and welcomes the mainstreaming of conflict prevention and human rights throughout that document; notes that the first meeting of the European Community-Pakistan Joint Commission was held in Islamabad on 24 May 2007 and stresses the need for human rights to be at the forefront of the agenda for all subsequent meetings;

– (FR) Madam President, Commissioner, ladies and gentlemen, after the market organisation in wine and olive oil we now have the market organisation in fruit and vegetables, which is also of concern to the southern countries. In fact, the majority of speakers have been Spanish. Our friend and colleague, Mr Jové Peres, has produced an excellent report, which deals with a subject that is both extremely serious and extremely symbolic. It is serious not only because of the numbers involved – almost two million families, or 500 000 jobs are, as we have already heard, affected – but also because, behind the failure of the 1996 reform, there are nevertheless women, men and rural regions which, Mr Fischler, the European Commission has deliberately condemned.
- Madame la Présidente, Monsieur le Commissaire, mes chers collègues, après l'OCM sur le vin et l'huile d'olive, l'OCM sur les fruits et légumes qui intéresse aussi les pays du Sud - d'ailleurs, pratiquement seuls des collègues espagnols sont intervenus - et avec l'excellent rapport de notre ami, notre collègue Jové Peres qui porte sur un sujet très grave et très symbolique, grave non seulement à cause des chiffres - près de deux millions de familles ou 500 000 emplois sont, comme on l'a dit, concernés - mais également parce que derrière l'échec de la réforme de 1996, il y a tout de même des femmes, des hommes et des régions rurales que la Commission européenne, Monsieur Fischler, a volontairement condamnés.
