IN-CONTEXT TRANSLATIONS

The European Coal and Steel Community, which was the predecessor of the European Union, was about harmonizing and internationalizing control over the smokestack industries associated with armament production.
La Communauté européenne du charbon et de l'acier, prédécesseur de l'Union européenne, cherchait à harmoniser et à internationaliser le contrôle des industries de transformation en produits de base associées à la production de matériel de défense.

Having regard to the Agreement between the European Coal and Steel Community and the Republic of Turkey on trade in products covered by the Treaty establishing the European Coal and Steel Community of 25 July 1996 (1) (hereinafter the Agreement), and in particular Article 34 of Protocol 1 thereto and the Declaration on rules of origin attached to the Agreement,

Protocol 1 to the Agreement between the European Coal and Steel Community and the Republic of Turkey of 25 July 1996 on trade in products covered by the Treaty establishing the European Coal and Steel Community shall be replaced by the text attached hereto.
Le protocole 1 à l'accord entre la Communauté européenne du charbon et de l'acier et la République de Turquie du 25 juillet 1996 sur le commerce des produits couverts par le traité instituant la Communauté européenne du charbon et de l'acier est remplacé par le texte ci-joint.

[4] Decision No 1/95 of the EC-Turkey Association Council of 22 December 1995 applies to products other than agricultural products as defined in the Agreement establishing an Association between the European Economic Community and Turkey and other than coal and steel products as defined in the Agreement between the European Coal and Steel Community and the Republic of Turkey on trade in products covered by the treaty establishing the European Coal and Steel Community.

The European coal sector has made impressive progress in mining techniques on safety and health conditions for workers and environmental performance in coal production and utilisation, both in the production of coke for the steel industry and in the production of electricity (clean coal technology).
Le secteur charbonnier européen a fait des progrès impressionnants en matière de techniques d'extraction, de conditions de sécurité et de salubrité des travailleurs et de performances environnementales dans l'utilisation et la production du charbon, qu'il soit destiné à la fabrication du coke pour la sidérurgie ou à la production d'électricité (technologies du propre du charbon).

1. The Agreement between the European Coal and Steel Community and the Republic of Turkey on trade in products covered by the Treaty establishing the European Coal and Steel Community is hereby approved on behalf of the European Coal and Steel Community.

L'accord de libre-échange entre la Communauté européenne du charbon et de l'acier et la république de Turquie sur le commerce des produits couverts par le traité instituant la Communauté européenne du charbon et de l'acier est approuvé au nom de la Communauté européenne du charbon et de l'acier.

- 4 - The ECSC (European Coal and Steel Community) protocol relating to trade and cooperation in coal and steel products was signed in October 1991. b. Poland also benefits from GSP (Generalized system of Trade Preferences) treatment for industrial, textile and agricultural products excluding fish and ECSC products. c. The Europe Agreement between the Community and Poland was signed on 16 December 1991 and is in the process of ratification.

Assent/ECSC agreements The Council gave its assent pursuant to Article 95 of the ECSC Treaty in respect of - a draft Commission Decision on the conclusion of agreements between the European Coal and Steel Community and the Russian Federation on trade in certain steel products; - a draft Commission Decision on the conclusion of agreements between the European Coal and Steel Community and Ukraine on trade in certain steel products; - a draft Commission Decision on administering certain restrictions on imports of certain steel products from Russia and Ukraine.
Avis conforme / accords CECA Le Conseil a donné son avis conforme au titre de l'article 95 du traité CECA concernant - un projet de décision de la Commission concernant la conclusion d'accords entre la Communauté européenne du charbon et de l'acier et la Fédération de Russie sur le commerce de certains produits sidérurgiques ; - un projet de décision de la Commission concernant la conclusion d'accords entre la Communauté européenne du charbon et de l'acier et l'Ukraine sur le commerce de certains produits sidérurgiques ; - un projet de décision de la Commission relative à la gestion de certaines restrictions à l'importation de certains produits sidérurgiques en provenance de Russie et d'Ukraine.

A number of reflexions arise concerning the medium-term outlook : - energy savings : if the current trend of relatively low oil prices continues, Commission experts do not expect the Community to achieve its objectives for 1995 - energy efficiency may increase only by 15 % and not by 20 % as hoped ; - the transport sector alone may have a decisive impact on future oil requirements ; - trends in electricity generation : although present capacity is sufficient for short-term needs, the construction of new power stations must be decided upon now in order to meet the demand for electricity in the mid-1990s ; - solid fuels : European coal will be subjected to increasing pressure from cheaper imported coal ; - Community oil production : following the current peaks in production, a downward trend is to be expected ; the trend in oil prices will have a decisive impact on the future of oil exploration and production in the Community ; - the situation in the Middle East still gives cause for concern - the position of OPEC : if crude oil prices stay within the US$ 20 to 25 range (1986 values), Commission experts estimate that OPEC's share of world oil requirements in 1985 could be between 22 million and 26 million barrels a day, compared with some 17 million barrels in 1985.
Toute une serie d'interrogations pesent toutefois sur l'avenir a moyen terme : - l'economie d'energie : selon les experts de la Commission, si la tendance actuelle caracterisee par des prix du petrole relativement bas se maintient, l'objectif que s'est fixe la Communaute a l'horizon de 1995 ne serait pas atteint. En effet, l'amelioration de l'efficacite energetique pourrait n'atteindre que 15 au lieu de 20% - les transports : a lui seul, ce secteur peut etre determinant pouur les besoins petroliers futurs; - l'evolution de la production d'electricite : si a court terme, les capacites sont satisfaisantes, la mise en chantier de nouvelles centrales devra etre decide pour tenir compte de la demande d'electricite pour le milieu des annees '90; - les combustibles solides : le charbon europeen sera de plus en plus soumis a la pression des importations de charbon meilleur marche; - la production de petrole dans la Communaute : apres les sommets de production atteints actuellement, l'on doit s'attendre a une courbe descendante. Dans ce contexte, l'evolution du prix du petrole est essentiel pour l'effort future d'exploration et de production petroliere dans la Communaute; - la situation au Moyen-Orient reste preoccupante; - la position de l'OPEP : si les prix du petrole brut demeurent dans une fourchette de 20 a 25 dollars (valeur 1986) les experts de la Commission estiment que la part de l'OPEP dans les besoins mondiaux de petrole en 1995 pourrait etre de 22 a 26 millions de barils par jour par rapport a quelque 17 millions de barils en 1985.
