– (FR) The title of the explanatory statement of this report, ‘Employment: a European Ambition’, sounds like a sad joke when we know that there are 16 million unemployed in the European Union, and 5 million more if we take account of the new Member States.

In conclusion, I therefore feel that the 2009 draft budget represents a balance between the ambitions that we naturally all have for our European Union and sound budgeting for which we are answerable to the citizens.
Pour conclure, il me semble donc que ce projet de budget 2009 représente un point d'équilibre entre l'ambition que nous avons tous, évidemment, pour notre Union européenne et la juste budgétisation dont nous sommes redevables vis-à-vis des citoyens.

Asks that the resources to be made available to the European Union fully meet the requirements and can match up to its ambitions and its international responsibility in a multilateral framework, including in relation to the European security and defence policy; welcomes, to this end, the security strategy presented by the High Representative for the CFSP; maintains in particular that the five main threats to European security specified in the strategy – terrorism, the proliferation of weapons of mass destruction, regional conflicts, failed states, and organised crime – demand a sound long-term external policy employing all the means at the EU’s disposal;
