TRADUCTIONS EN CONTEXTE

Considering the limited resources available, the EU will need to focus its co-financing from the TENs budget on the critical border crossing sections and the other main bottlenecks on the priority projects. Moreover, Member States should optimise the use of the EU Structural and Cohesion Funds to support the financing of transport infrastructure. EU funds will be concentrated on those projects which offer the greatest added value for Europe and where active collaboration with national and other financing organisations is guaranteed. Interoperability actions and major feasibility studies shall be financed throughout the Union. The Marco Polo programme, with a budget of € 450 million until 2013, will contribute directly to offering alternatives in other modes of transport to operators on congested roads.
Compte tenu des ressources limitées disponibles, l’UE devra concentrer ses moyens de cofinancement au titre du budget RTE sur les tronçons transfrontaliers critiques et les autres principaux goulets d’étranglement des projets prioritaires. En outre, les États membres devraient optimiser l’utilisation des Fonds structurels et de cohésion pour soutenir le financement d’infrastructures de transport. Les fonds de l’UE se concentreront sur les projets qui offrent la plus grande valeur ajoutée à l’Europe et pour lesquels une collaboration active avec les autorités nationales et d’autres bailleurs de fonds est garantie. Europe must also do all it can to leverage its financial means, pursue new avenues in using a combination of private and public finance, and in creating innovative instruments to finance the needed investments, including public-private partnerships (PPPs).

Calls on the Commission and the Member States to take concrete measures to promote social entrepreneurship in Europe, in particular by improving access to public and private finance, reducing salary discrimination between the genders, promoting measures for balancing work and family life and improving the mobility and recognition of skilled workforce, and improving the quality and the availability of corporate social responsibility (CSR) advice for SMEs; calls on the Commission and the Member States to adopt specific measures to promote social entrepreneurship in Europe, in particular through improved access to public and private finance and by improving the mobility and recognition of skilled workers and apprentices; points out, however, that this should not lead to a categorisation of “good” and “bad” entrepreneurs;

The Commission's recent Communication[26] on a Budget for Europe 2020 suggests that infrastructure projects of EU interest that pass through neighbourhood and pre-accession countries could in the future be linked and financed through the new Connecting Europe facility, allowing financing from different headings of the EU budget under one integrated set of rules.In the Western Balkan region, the Western Balkans Investments Framework (WBIF) combines grants from multiple sources with loans to co-finance environment, energy and transport infrastructure projects.

This joint action should capitalise on the research and innovation projects listed below, foster their implementation in clinical practice, and make use of their results and outcomes: ‘Clinical decision making and outcome in routine care for people with severe mental illness’ (CEDAR) (34), ‘Children of Prisoners, Interventions Mitigations to Strengthen Mental Health’ (COPING) (35), ‘European Network of Bipolar Research Expert Centres’ (ENBREC), ‘Prevalence, 1-year incidence and symptom severity of mental disorders in the elderly: Relationship to impairment, functioning (ICF) and service utilisation’ (MentDis_ICF65+) (36), ‘Financing systems’ effects on the Quality of Mental health care in Europe’ (REFINEMENT), ‘A Roadmap for Mental Health Research in Europe’ (ROAMER), ‘Save Young Lives in Europe: Promote health through prevention of risk-taking and self-destructive behaviours’ (SEYLE) (37), ‘Tailored implementation for chronic diseases’ (TICD) and ‘Work Together to Stop Truancy Among Youth’ (WE-STAY).

To enhance pre-seed and seed financing, the Commission will also promote cooperation between Commission-financed activities like Europe INNOVA and PRO-INNO Europe and networks such as the European Business Angels Network (EBAN) .
