IN-CONTEXT TRANSLATIONS

This Regulation establishes the Connecting Europe Facility ("CEF"), which determines the conditions, methods and procedures for providing Union financial assistance to trans-European networks in order to support projects of common interest in the sectors of transport, telecommunications and energy infrastructures and to exploit potential synergies between those sectors.
Le présent règlement établit le mécanisme pour l'interconnexion en Europe (ci-après dénommé "MIE"), qui fixe les conditions, méthodes et procédures pour l'octroi d'un concours financier de l'Union aux réseaux transeuropéens afin de soutenir des projets d'intérêt commun réalisés dans le secteur des infrastructures de transport, des télécommunications et de l'énergie et de tirer parti des synergies potentielles entre ces secteurs.

To support efficient use of funding mechanisms, the Commission: · will ensure the effective use of funding allocated to the Partnership Plan priorities, in particular the ICT part of the CIP in support of the validation and deployment of services, interoperability, evidence aggregation and capacity building; the AAL Joint Programme, the FP7 for ICT research in 2013 and Health Programme for 2012-2013; · will take account of relevant priorities of the Plan together with input from other stakeholders for future research and innovation work programmes and instruments (i.e. Horizon 2020); · has proposed to provide support for specific actions in line with its objectives, under the Partnership on Active and Healthy Ageing in the scope of the Health for Growth Programme; · has proposed in the Connecting Europe Facility to finance support from 2014 for the roll-out of trans-European digital services infrastructures which enable cross-border telemedicine/-monitoring[26].
Pour favoriser une exploitation efficace des mécanismes de financement, la Commission: · garantira la bonne utilisation des fonds alloués aux priorités définies dans le plan du partenariat, en particulier au titre du volet sur les TIC du PCI, en faveur de la validation et du déploiement des services, de l’interopérabilité, de la collecte de données probantes et du renforcement des capacités; du programme commun d'AAD, du PC7 pour la recherche sur les TIC en 2013 et du programme «Santé» en 2012 et 2013; · tiendra compte, dans les futurs programmes de travail en matière de recherche et d’innovation et les instruments utilisés dans ce domaine (par exemple le programme Horizon 2020), des priorités concernées du plan et des apports d’autres parties concernées; · a proposé de soutenir des actions spécifiques conformes à ses objectifs, au titre du partenariat d’innovation pour un vieillissement actif et en bonne santé, dans le cadre du programme «La santé en faveur de la croissance»; · a proposé, au titre du mécanisme pour l’interconnexion en Europe, de financer à compter de 2014 des mesures de soutien pour le déploiement d’infrastructures numériques transeuropéennes autorisant des services transfrontaliers de télémédecine et de télésurveillance[26].

In 2016 Balticconnector obtained a €187 million grant for works under the Connecting Europe Facility. This amounts to 75% of the construction costs – the highest co-financing rate possible under the Connecting Europe Facility, which can only be allocated to a project when the added value of ending the energy isolation is exceptionally high.

This includes €10.6 billion for research and innovation under Horizon 2020, €2.0 billion for education under Erasmus+, €299 million for small and medium sized-enterprises under the COSME programme, and €2.5 billion under the Connecting Europe Facility (CEF). €2.66 billion for the European Fund for Strategic Investments (EFSI), the vehicle behind the Investment Plan for Europe. This is a success story for Europe, which has secured €106.7 billion in investments in 26 EU Member States in less than a year. €53.57 billion to support productive investments and structural reforms to foster convergence among Member States and among regions via the European Structural and Investment Funds (ESIF).

(5) ‘programme support actions’ means accompanying measures necessary for the implementation of the Connecting Europe Facility and individual sector specific guidelines, such as services (notably technical assistance), as well as preparatory, feasibility, coordination, monitoring, control, audit and evaluation activities which are required directly for the management of this facility and the achievement of its objectives, and in particular studies, meetings, information, infrastructure mapping, twinning, dissemination, awareness raising and communication actions, expenses linked to IT networks focusing on information exchange, together with all other technical and administrative assistance expenses that may be required for the management of this facility or implementation of the individual sector specific guidelines;
(5) "actions de soutien du programme": les mesures d'accompagnement nécessaires à la mise en œuvre du mécanisme pour l'interconnexion en Europe et les orientations spécifiques à chaque secteur, telles que les services (notamment l'assistance technique), ainsi que les activités de préparation, de faisabilité, de coordination, de suivi, de contrôle, d'audit et d'évaluation qui sont directement nécessaires à la gestion du mécanisme pour l'interconnexion en Europe et à la réalisation de ses objectifs, et notamment les études, les réunions, les actions d'information, la cartographie des infrastructures, les actions de jumelage, de diffusion, de sensibilisation et de communication, les dépenses afférentes aux réseaux informatiques spécialement destinés à l'échange d'informations ainsi que toutes les autres dépenses d'assistance technique et administrative qui peuvent être requises pour assurer la gestion du mécanisme ou la mise en œuvre des orientations spécifiques à chaque secteur;

2a. In order to support Member States eligible for funding from the Cohesion Fund which may experience difficulties in designing projects that are of sufficient maturity and/or quality and which have sufficient added value for the Union, particular attention shall be given to programme support actions under the Connecting Europe Facility aimed at strengthening institutional capacity and the efficiency of public administrations and public services in relation to the development and implementation of projects listed in Annex 1 to this Regulation.
2 bis. Afin de soutenir les États membres éligibles au Fonds de cohésion, qui pourraient rencontrer des difficultés pour concevoir des projets qui présentent une maturité et/ou une qualité et une valeur ajoutée européenne suffisantes, une attention particulière est portée, dans le cadre du mécanisme pour l'interconnexion en Europe, aux actions de soutien du programme destinées à renforcer la capacité institutionnelle et l'efficacité des administrations et des services publics concernés par la conception et la mise en œuvre des projets dont la liste figure à l'annexe I du présent règlement.

(5) ‘programme support actions’ means all accompanying measures necessary for the implementation of the Connecting Europe Facility and individual sector-specific guidelines, such as services (notably technical and financial engineering assistance), as well as preparatory, feasibility, coordination, monitoring, consultation of interested parties, control, audit and evaluation activities, which are required in order to facilitate the preparation of projects of common interest notably in Cohesion countries with a view to obtaining financing under this Regulation or on the financial market, or directly for the management of the facility hereby established and the achievement of its objectives.
5) "actions de soutien du programme": toutes mesures d'accompagnement nécessaires à la mise en œuvre du mécanisme pour l'interconnexion en Europe et les orientations spécifiques à chaque secteur, telles que les services (notamment l'assistance technique et d'ingénierie financière), ainsi que les activités de préparation, de faisabilité, de coordination, de suivi, de consultation des acteurs intéressés, de contrôle, d'audit et d'évaluation qui sont nécessaires pour faciliter la préparation de projets d'intérêt commun, notamment dans les pays éligibles au Fonds de cohésion, visant à obtenir un financement au titre du présent règlement ou sur le marché financier, ou qui sont directement nécessaires à la gestion du mécanisme établi par le présent règlement et à la réalisation de ses objectifs.

(iii) contributing to sustainable development and protection of the environment, notably by fostering the integration of energy from renewable sources into the transmission and distribution network, improving energy efficiency and developing smart energy networks and carbon dioxide networks, to be measured by the transmission of renewable energy from generation to major consumption centres and storage sites, the proportion of demand response enabled, the number of smart electricity grids, and the sum of CO2 emissions prevented by the construction of the projects which benefited from the Connecting Europe Facility, as well as the total output from the renewable energy sources integrated into the European energy system.
iii) contribuer au développement durable et à la protection de l'environnement, en facilitant notamment l'intégration des sources d'énergie renouvelables au réseau de transport et de distribution, en améliorant l'efficacité énergétique et en développant des réseaux intelligents d'énergie et de dioxyde de carbone. La réalisation de cet objectif sera appréciée en fonction du volume d'énergies renouvelables transporté vers des centres de consommation et sites de stockage majeurs, de la proportion de réponses offertes afin de satisfaire la demande et du volume total d'émissions de CO2 évitées grâce à la mise en place de projets ayant bénéficié du mécanisme pour l'interconnexion en Europe, ainsi que de la production totale d'énergie issue de sources d'énergie renouvelables intégrée dans le système énergétique européen.

6. Recalls the incoherence between the financial cuts proposed by the Council to the Connecting Europe Facility in the context of the MFF negotiations and the long [...] list of [...] transport infrastructure projects to be completed by 2030; notes that the Connecting Europe Facility should make it possible to support projects with high European added value and that it will help to boost growth and employment in Europe, both directly, through the jobs created by the projects themselves, and indirectly, when the infrastructure is used, with anticipated benefits in terms of competitiveness for the Union and its Member States; recalls, furthermore, that during the negotiations the Council refused to give the necessary leverage to better use financial instruments, which in some cases may allow greater funding;
6. rappelle l'incohérence existant entre, d'une part, les coupes budgétaires proposées par le Conseil au mécanisme pour l'interconnexion en Europe dans le contexte des négociations relatives au cadre financier pluriannuel et, d'autre part, les longues listes de projets souhaités en matière d'infrastructures de transport qio doivent être achevés d'ici 2030; rappelle que le mécanisme pour l'interconnexion en Europe doit permettre de soutenir des projets à forte valeur européenne ajoutée et qu'il contribuera à relancer la croissance et l'emploi en Europe, à la fois de façon directe, grâce aux emplois créés sur les chantiers concernés, et indirecte, lors de l'exploitation de ces infrastructures, avec des bénéfices attendus en termes de compétitivité pour l'Union et ses États membres; rappelle, en outre, qu'au cours des négociations, le Conseil a refusé d'apporter l'appui nécessaire à une meilleure utilisation des instruments financiers qui, dans certains cas, peuvent permettre un financement plus important;
