Recalls the high potential of sources of renewable energy – in particular wind and solar energy – in the Euro-Mediterranean region; supports the swift, coordinated implementation of the Mediterranean Solar Plan, the main aim of which is to establish, by 2020, 20 GW of new renewable energy production capacity in the Mediterranean, and industrial initiatives such as DESERTEC, in addition to the adoption of a Euro-Mediterranean energy efficiency strategy; hopes that the projects will, as a matter of priority, meet the needs of supplier countries and stresses the effects that the strengthening – particularly on the southern shore – of the network infrastructure, the gradual establishment of an interdependent regional market and the creation of a new industrial sector, such as that of solar components manufacturing, will have on the economic development of partner countries;
27. rappelle le grand potentiel des sources d'énergie renouvelables, notamment éolienne et solaire, de la région euro-méditerranéenne; soutient une mise en œuvre rapide et coordonnée du Plan solaire méditerranéen, dont l'objectif principal est la mise en place, d'ici 2020, de 20 GW de capacités nouvelles de production d'énergie renouvelable en Méditerranée, et d'initiatives industrielles telles que DESERTEC, ainsi que l'adoption d'une stratégie euro-méditerranéenne pour l'efficacité énergétique; souhaite que les projets répondent prioritairement aux besoins des pays fournisseurs et souligne à ce titre les retombées en matière de développement économique pour les pays partenaires du renforcement, en particulier sur la rive Sud, des infrastructures de réseau, de la mise en place progressive d'un marché régional interdépendant et de la création d'un nouveau secteur industriel lié par exemple à la fabrication de composants solaires;

25. Welcomes the proposal, contained in the Final Declaration of the Presidency of the Fourth EMPA Plenary Session held on 27 and 28 March 2008, for the creation of a Euro-Mediterranean Energy Community supported by the EMPA; recognises the importance of strengthening cooperation in the field of energy between the Euro-Mediterranean partners and the need to develop a regional energy market, with a view to the implementation of large-scale renewable energy and energy infrastructure projects in the Mediterranean region;
25. se félicite de la proposition, contenue dans la déclaration finale de la Présidence de la quatrième session plénière de l'APEM, des 27 et 28 mars 2008, de création d'une communauté euro-méditerranéenne de l'énergie, avec l'appui de l'APEM; reconnaît qu'il importe de renforcer la coopération dans le domaine de l'énergie entre les partenaires euro-méditerranéens et qu'il est nécessaire de développer un marché régional de l'énergie, l'objectif étant de mettre en œuvre des projets d'énergie renouvelable et d'infrastructures énergétiques sur une grande échelle dans la région méditerranéenne;

Urges the Commission, so as to ensure security of supply, to consider extending the Energy Community Treaty between the European Union and South-Eastern Europe to other third countries and to creating new regional energy markets with neighbouring countries on the model of the South East Europe Energy Community, including for example, the Euro-Mediterranean Energy Community,

For North Africa, building on a long established co-operation tradition, the focus will be on developing sub-regional energy projects to promote the Euro-Mediterranean Energy Market.

The Action Plans will build on existing bilateral or regional initiatives, such as the EU-Russia Energy Dialogue, the Tacis-funded Inogate programme dealing with the Caspian basin (oil and gas pipeline systems); energy co-operation in the context of the Euro-Mediterranean partnership (in particular the creation of a Euro-Maghreb electricity market, which could be complemented with a gas market, and the agreed Euro-Mediterranean energy networks); enhanced energy co-operation between Israel and the Palestinian Authority; increased gas co-operation in the Mashrek region (all in the Euro-Mediterranean context), as well as Moldova's observer status in the South East Europe Regional Energy Market initiative.

With regard to the regional energy dialogue, the role of the existing fora should be strengthened (e.g. Euro- Mediterranean Energy Forum, Asean Centre for Energy, etc) as fora for information, awareness-raising and the discussion of energy policy issues.
