Since the EC-Morocco Association Agreement entered into force on 1 March 2000, significant progress has been made in terms of building confidence between the EU and Morocco.

The encouraging progress made by other neighbours, for example by Republic of Moldova in its reform efforts, Ukraine in the negotiations of the Association Agreement or Morocco and Jordan in their announcement of constitutional reform, need also to be supported.

11. Regrets that the Commission has failed to convincingly clarify the status of the Western Sahara under the trade provisions of the EU-Morocco Association Agreement; believes that such a clarification is necessary to end the current legal uncertainty and would also benefit EU agreements in other sectors with Morocco where protocols have to be frequently renewed; therefore urges the Commission to work towards a comprehensive approach regarding the Western Sahara whilst taking into account the ongoing negotiations at the UN to find a lasting political solution; calls on the Commission to provide substantial development aid to the Sahrawi people in order to improve their living conditions;
11. regrette que la Commission n'ait pas pu clarifier de manière convaincante le statut du Sahara occidental dans le cadre des dispositions commerciales de l'accord d'association conclu entre l'Union européenne et le Maroc; estime que cet éclaircissement est nécessaire pour mettre un terme à l'actuelle incertitude juridique et serait également bénéfique aux accords entre l'Union européenne et le Maroc dans d'autres secteurs pour lesquels des protocoles doivent souvent être renouvelés; demande dès lors instamment à la Commission d'œuvrer à l'élaboration d'une approche globale en ce qui concerne le Sahara occidental, tout en tenant compte des négociations actuellement menées par les Nations unies pour trouver une solution politique durable; invite la Commission à fournir une aide au développement conséquente au peuple sahraoui afin d'améliorer leurs conditions de vie;
